PLANNING COMMISSION MINUTES
June 1, 198?
Monday - ?: 30 p. m.
The regular meeting of the City of Orange Planning Commission was
called to order by Chairman Greek at ?:30 p. m.
PRESENT: Commissioners Bosch, Greek, Hart, Master, Scott
ABSENT: None

Scott, that the Planning Commission approve the Minutes
of May 18, 198? as recorded.

IN RE: NEW HEARINGS
CONDITIONAL USE PERMIT 1593 - EVANGELICAL FREE CHURCH:
Proposed addition/expansion of the church/pre-school
facilities located on the south side of Taft Avenue, west
of Tustin Street (1400 East Taft Avenue>.
-~""' NOTE: Negative Declaration 1147 has been prepared for
this project.
The staff report was not presented as there was no
opposition to this pro,~ect.
The public hearing was opened.
Bill Lambert, petitioner on behalf of the church, asked
the Commission to look favorably upon the two story
addition to the existing pre-school facility. They have
a daily enrollment of approximately 140 students with a
staff of approximately 25-30 people. The existing office
space is inefficient for operation. Their enrollment is

'~ fixed by law and they are at maximum capacity. There are
.,~~..,, no plans to expand the enrollment, but are attempting to
~,..~' house the staff personnel and staff training facility on
the second floor. The law also prohibits the age group
of children attending the pre-school from using
classrooms upstairs. There are no additional parking
requirements.
Commissioner Hart pointed out there was one protest by
letter from Ann and Larry Holmes, 1411 East Concord.
They had a laundry list of problems they perceived.
Commissioner Hart gave the letter to Mr. Lambert and
suggested he contact them to resolve their concerns.
Mr. Lambert thought it would be appropriate for their
church staff to contact the Holmes.
Commissioner Scott appreciated one of the concerns
expressed in the letter because he lives behind a
church. Maintenance of the church grounds is a nuisance
when sitting outside.
Commissioner Bosch had one concern regarding the windows
on the east side of the second floor addition and the
potential they might have for intrusion on the neighbors.
He asked if they could modify the window sill to be
higher.
Mr. Lambert stated they were very flexible to any
proposed changes.
The public hearing was closed.
Chairman Greek asked Mr. Lambert if he had a chance to
read the conditions of approval; Mr. Lambert agrees with
all the conditions.
Moved by Commissioner Hart, seconded by Commissioner
Scott, that the Planning Commission accept the findings
of the Environmental Review Board and file Negative
Declaration 1147.

NOES: None MOTION CARRIED
Moved by Commissioner Hart, seconded by Commissioner
Bosch, that the Planning Commission recommend approval of
Conditional Use Permit 1593 subject to the 10 conditions
as listed on the staff report.

Moved by Commissioner Scott, seconded by Commissioner
Bosch, that the Planning Commission adjourn to the June
9, 198? study session with City Council at 2:00 p. m. in
the Weimer Room to discuss the Northwest Redevelopment
District.
