Commissioners Mason, Greek, Hart, Master, Scott ABSENT:. None STAFF Stan Soo-Hoo, Administrator of Current Planning ar~d Commission PRESENT: Secretary; Jack McGee, Associate Planner; Furman Roberts, City Attorney; Gary Johnson, City Engineer; and Toba V. Wheeler, Recording Secretary. PLEDGE OF ALLEGIANCE i-o IN RE: MINUTES OF MAY 19, 1986 Commissioner Greek corrected the spelling of the name of The Irvine Company vice president from "Fleury" to "Florian" on pages 4 and 5. Moved by Commissioner Scott, seconded by Commissioner Master, that the minutes of the meeting of May 19, 1986, be approved as corrected. AYES:. Commissioners Greek, Master, Hart, Scott NOES: None ABSTAINED: Commissioner Mason MOTION CARRIED IN RE: ITEMS TO BE WITHDRAWN OR CONTINUED Mr. Soo-Hoo said Item 2 under New Hearings, Tentative Tract 12711 Irvine-Pacific, had been requested by the applicant to be continued to June 16, 1986. Moved by Commissioner Hart, seconded by Commis- sinner Greek, that this item be continued to the meeting of June 16, 1986. AYES: Commissioners Mason, Greek, Hart, Master, Scott NOES: None MOTION CARRLED Mr. Soo-Hoo-said that the Miscellaneous Item regarding a boundary adjustment fo.r Amendment No. 1 to the Southwest Project Area had been requested by the Redevelopment Agency to be continued to June l6, 1986, Commissioners Hart and Greek requested that they be excused from the hearing due to possible conflict of interest. Chairman Mason opened the public hearing. Bill Warne, 400 East Chapman Avenue, Orange, said the request fora continuance was unfortunate because some people anticipated being out of the project area by this evening. He requested that they be assured I . Planning Commission Minutes June 2, 1986 Page Two that they will be out of the project area by June 16. Commissioner Master said he would like to hear from the Redevelopment Agency as to whether or not such assurance could be given. Ron Thompson, Director of the Redevelopment Agency, said this could be done. Chairman Mason declared the public hearing closed. Moved by Commissioner Scott, seconded by Commissioner Master, that Miscellaneous Item No. 1, regarding the boundary adjustment for Amendment No. 1 to the Southwest Project Area, be continued to the meeting of June 16, 1986. AYES: Commissioners Mason, Master, Scott NOES: None ABSENT: Commissioners Greek, Hart. MOTION CARRIED IN RE: NEW HEARINGS ZONE CHANGE 1053, TENTATIVE PARCEL MAP 86T767 - INTERAMERICAN BUILDERS Proposed change of zone from R~1-10 to R-1-40 and division of one parcel into two for a five-acre parcel located at the terminus of P~tria Court, west of Cannon Street. NOTE: EIR 325 was previously certified for this project, Since there was no one in the audience who wished to oppose the approval of Zone Change 1053 or Tentative Parcel Map 86-167., the Staff presentation was dispensed with.. Chairman Mason opened the public hearing. The applicant said he has no questions and is in agreement with the Staff Report. Chairman Mason declared the public hearing closed. Moved by Commissioner Master, seconded by Commissioner Scott, that the Planning Commission recommend to the City Council that it approve Zone Change 1053 for the reasons given in the Staff Report, and Tentative Parcel Map 86-167 for the reasons given in the Staff Report subject to the conditions in the Staff Report. Commissioners Mason, Greek, Hart, Master, Scott NOES: None MOTLON CARRIED IN RE: TENTATIVE TRACT 12710 - STANDARD-PACIFIC Proposed subdivision of 150 single-family residential lots within .. r Planning Commission Minutes June 2, 1986 Page Three a 25.4-acre parcel located on the southeast corner of Newport Avenue and Canyon View Avenue. NOTE: EIR 868 was previously certified for this project.. Since there was no one in the audience who wished to oppose f~he approval of Tentative Tract 12711, the Staff. presentation was dispensed-with. Chairman-Mason opened the public hearing.. Bob Shioto, representing the applicant, said the developer has reviewed the Staff Report and is satisfied. Ted Smith, Cowan Heights, asked where the tract is in relation to the roads in the area and if there will be an increase in density, Mr. Soo-Hoo, using the map on the wall, answered his questions. Ted Botens, 10802 Meads, Orange, requested an addition to the conditions which~.~would state that the developer and the City should consider the use of ]ow intensity lighting,. Chairman Mason declared the public hearing closed.. Moved by Commissioner Greek, seconded by Commissioner Scott? that the Planning Commission recommend to the City Council that it approve Tentative Tract 72T)O subject to the conditions i.n the Staff Reports with Condition #10 adjusted to %nclude the requires ment for low level lighting standards. AYES:. Commissioners Mason,, Greek, Hart, Master, Scott NOES: None MOTION CARRIED IN RE: ADJOURNMENT The meeting was adjourned at-8:.05 p.m., to reconvene at a study session on Thursday, June 5, 7986, at 7.30 a.m., at the Civic Center Council Chambers, 300 East Chapman Avenue, Orange, California. r U
