hearings as required by law, and after receiving a recommendation from the
Planning Commission,recommending, by Resolution No. P.C. 34-91, that Conditional Use
Pennit 1924-91 be granted to allow the creation of lots without direct access to apublicstreetuponpropertysituatednorthofSantiagoOaksRegionalPark, west of the
Southern California Edison Serrano Substation, south of Anaheim Hills, and east of Nohl Ranch Road,
the City Council considered Conditional Use Permit 1924-91 and determined thattherecommendationofthePlanningcommissionshouldbeupheldandthatConditionalUse
Permit 1924-91 be granted. Subject property
is more particularly described as follows:Lot #224 of Tentative Tract Map 14359 in the City
of Orange,
County of Orange, State of California.NOW TIIEREFORE, BE IT RESOLVED by the CityCounciloftheCityofOrangethatConditionalUsePermit1924-
91 be approved for the following reasons:1. That the conditions include provisions for
access to all parcels of the development.2. That the proposal conforms to the
development standards of the
Zoning Ordinance
BE IT FURTIIER RESOLVED that Conditional Use Permit 1924-91 be
granted subject to the fonowing
conditions:1. The project shal1 be developed in substantial compliance with the site plan
titled Serrano Townhouse site Grading Study" dated August 20 which is on file with
the Department of Community
Development.2. Twenty-five feet (25') of back up space shall be provided for all garage
and open
parking spaces.3. All streets less than 28' in width shal1 be marked on both sides "No
Parking" and streets 28' to 36' in width shal1 be marked "No Parking" on one side per
City of Orange Fire Department"
Access Standards. "4. The C, C & R's shall specify that no parking be allowed on any driveway less
than 18'
in length.5. The Design Review Board shall review and -approve preliminary and
final building elevations. fencing plans, landscaping, and irrigation plan prior to
issuance
building permits.6. All residential covered parking shall have ron-
up garage doors.7. The sidewalks for the spine courtyard roads shall be placed so as not
to interfere with open parking spaces. Such drawings shall be completed prior to final tract
map and to the satisfaction of the
Community Development Director.Conditions 8 through 12 shall be complied with to the satisfaction of the
City's
Crime Prevention Bureau:8. The Tract design shall incorporate the _concepts of
Crime Prevention through Environmental Design (CPTED). CPTED involves the placement
and orientation of homes, the access and visibility of common or public open spaces and
the design of recreational areas. These designs shal1 promote public safety
and physical security while allowing the residents or public the ability to self police
their
own neighboring areas.9. All structures shal1 comply with the requirements of Municipal Code - Chapter
15.52 Building Security Standards), which relates to use of security
hardware, doors,windows, and lighting. (
Ord 7-79)10. Submit a lighting plan to Crime Prevention showing compliance with
lighting upon the private streets; parking areas (1.0 fc); and walkways (.25 fc) prior
to obtaining any building permits. lighting plan shal1 be coordinated with a
landscaping plan to Reso No.
consider the future growth of plants and avoid interfering with the distribution of
required lighting.
11. Submit a fencing plan showing the location and type of all fences and walls to be
constructed by the developer to Crime Prevention with a design that allows the
residents to view potential criminal activities in common areas, while providing a non-
climbable design. The plan should also restrict access to the slope areas between the
townhomes to prevent trespassing, prowling, and the ability to enter the rear yards
from neighboring street. Emergency access entry points sha1l be included in the plan.
Plan is to be approved prior to obtaining any building permits.
12. Private streets sha1l be assigned names that are approved by the City of Orange.
Streets shall be posted at their intersection with approved street name signs. (Refer to
Standard Plan number 417). Alternate signs shall first be approved by Traffic
Engineering, Police, and Fire Departments. Temporary street signs sha1l be installed
during construction. Final private street signs sha1l be insta1led prior to occupancy of
the first unit and then maintained by the Homeowner's Association.
Conditions 13 through 34 shall be complied with to the satisfaction of the City of
Orange's Public Works Department:
13. Subject to conditions of Addendum Sheet No.1.
14. A final map shall be recorded within 24 months after tentative map approval and prior
to the sale or lease of any lot.
15. Monuments sha1l be set based on a field survey.
16. Construct sidewalks along western side of Tentative Tract Map 14359 "B" street
between Serrano Avenue and the project's easterly entrance.
17. Dedicate and construct storm drain system to city standards.
18. Construct energy dissipaters and end of all temporary drainage facilities.
19. Subject to Erosion control and Dust Control plans being reviewed and approved prior
to issuance of a Grading Permit.
20. Slope ratios of 1 1/2:1 will only be allowed where deemed stable by Geologist/Soils
Engineer.
21. Developer shall establish Best Management Practices for eliminating of storm water
runoff contamination as outlined in the Drainage Area Management Plan, as required
by the National Pollution Discharge Elimination System Act.

22. All grading shall be done is conformance with City Landform Grading Concepts.
23. Subdrains shall be installed to remedy ground and nuisance water conditions.
24. All drainage devices must conform to the City's Landform Grading Guidelines, to be as
inconspicuous as possible. Developer shall utilize colored concrete to cause drainage
facilities in slope areas to blend into surroundings, methods shall be reviewed and
approved by the Department of Community Development and Public Works.
25. A homeowners association shall be established to maintain all lettered lots, prominent
slope areas (mcluding any constructed off-site slopes) slope irrigation systems,
and slope drainage
systems.26. C,C & R's shall be reviewed and approved by City Attorney and Department
of Community Development prior to approval of Final Tract Map. C, C & R's
shall include specific details for maintenance
responsibilities.27. Subject to paying the Major thoroughfare and Bridge Fee Program, Park
Fees,Transportation Systems Improvement Program, Fire Facilities Fees, Police
Facilities Fee, and Library Fees, as specified by the Development Agreement between City
of Orange and Woodcrest Development,
Inc.28. Cable Television Facilities shall be installed as required by City's Franchise
Cable T.V.
Company.29. That all residential units have individual water
meters.30. That an on-site dedicated circulating water line be installed as designed by
the
Water Department.3 I. That temporary desilting facilities be installed to adequately prevent
stonn water erosion in graded areas
of
tract. -32. Each courtyard road shall have a vehicle tumiIround area provided at its end as
required by the City's Traffic Engineer. Where turnaround areas cannot be provided
on courtyard alleys, as indicated on the attached exhibit, appropriate signage shall
be placed at the alley
entrance.33. The C, C & R's shall state that gated entries shall not be
permitted.34. An ingress/egress easement assuring access to proposed Lots #1, #2, and #6
and lettered Lot . A. shall be added to the Tentative Tract Map prior to finalization of
the tract

35. The Tentative Tract Map approved is the exhibit presented by the applicant at the
public hearing (indicating wedge curb and crowned streets).
36. The recreation area designated as Lot A to be completed in concert with the first phase
of the project, which consisted of 30 units.
