A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION TO
JOHN V. FONLEY OF THE ORANGE WATER DEPART-
MENT AND COMMENDING HIM FOR MORE THAN
THIRTY-SIX YEARS OF LOYAL AND
DEDICATED
SERVICE.WHEREAS, on August 1, 1955, John V. Fonley became the city'
s first Assistant Water Superintendent;
and WHEREAS, he was subsequently promoted to Water
Superintendent in May, 1966;
and WHEREAS, he very capably participated in and later
directed the master-planning and expansion of the city's water
system to provide adequate source of supply, storage,
and distribution facilities to meet the water needs of the community while
the City itself was experiencing rapid and continuous
growth; and WHEREAS, he also served as the Director of Public
Works from May, 1971, until February, 1981, during which time
he provided leadership in the accomplishment of many street,
sewer, storm drain, traffic, and sanitation goals and objectives as
well; and WHEREAS, he has also participated for many years
in community service activities involving the Rotary Club of Orange,
the First Presbyterian Church, the Board of Directors for
Orange Elderly Services, Inc., and the Board of Directors of the
Orange County Water
District; and WHEREAS, John has announced his decision to retire
from city service as of September 30,
1991; and WHEREAS, his contributions to the community, and
in particular to the development of the City of Orange water system,
have been significant and deserve special recognition
and commendation.NOW, THEREFORE, BE IT RESOLVED that the city Council
of the City of Orange hereby expresses sincere appreciation
and congratu-lations to John V. Fonley for his 36 years of loyal
and dedicated service to the City
of Orange.BE IT FURTHER RESOLVED that the city Council, on behalf
of the citizens of Orange, wishes John a most happy
and
fulfilling retirement.ADOPTED this 24th day of

1991
