RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ORANGE RESCINDING RESOLUTIONS 7058
AND 7585 AND ADOPTING A REVISED MASTER
SCHEDULE 'OF FEES AND CHARGES AS AUTHORIZED
BY ORANGE MUNICIPAL CODE CHAPTER
3.10.WHEREAS,
on June 12, 1984, the City Council adopted Resolution No.
6100 which implemented the MASTER SCHEDULE OF FEES AND CHARGES,consisting
of Schedule "A" and Schedule "B"; and WHEREAS,
the MASTER SCHEDULE has been revised from time to time;
the last time was on June 28, 1988, when Resolution No. 7585 was
adopted which was subsequently amended by Resolution 7805; and WHEREAS,
the City Council has determined that the MASTER SCHEDULE
should again be amended to include increases in certain fees
and charges in order to reflect the true cost of providing the respective
goods, facilities, and services provided by the City in connection
with such fees.NOW,
THEREFORE, BE IT RESOLVED by the city Council of the City of
Orange as follows:1.
Resolutions 7585 and 7058 are hereby rescinded and this Resolution
No. 7842 with the attachment entitled MASTER SCHEDULE OF FEES
AND CHARGES is hereby adopted.2.
The City Council finds that the fees and charges set forth in
the attached Master Schedule of Fees and Charges do not exceed the
reasonable costs of providing the respective goods, facilities and/
or services pertaining to each fee and charge.3.
The fees, charges, and rates listed in the MASTER SCHEDULE OF
FEES AND CHARGES shall be implemented on July 1, 1991, except for
those fees and charges set forth in section 2.0 entitled Interdepartmental
Fees and Charges Based on Hourly Rates".1 ~
4.
The fees, charges and rates set forth in section 2.0 entitled "
Interdepartmental Fees and Charges Based on Hourly Rates"shall
become effective 60 days after the adoption of this Resolution
in accordance with California Government Code section 65962.
5.
If any fee, charge, or rate set forth in this Resolution or
the application thereof to any person or circumstance is held to be
unconstitutional or otherwise invalid by any court of competent jurisdiction,
such invalidity shall not affect any other fee,charge
or rate, or application thereof, which can be implemented without
the invalid fee, charge or rate, or application thereof,
and to this end the fees, charges and rates of this Resolution are
declared to be severable.

2. 0 INTERDEPAHTME~,TAL FEES & CHARGES BASED ON HOURLY RATES
Fees collected for the following services will be calculated based upon the
size and scope of the project. If the project is determined to be minor,
the fee charged will be the minimum deposit indicated below for the
service. If the project is determined to be major, a deposit will be

Should the applicant desire that more than one of the below listed services
be performed on a single major project, the maximum deposit required to be

When more than 50% of the deposit has been credited toward hourly
services provided, the applicant will be billed directly for actual
time spent on the project.r
