CITY OF ORANGE UPHOLDING THE RECOMMENDA-
TION OF THE PLANING COMMISSION AND
APPROVING THE RECLASSIFICATION OF
PROPERTIES LOCATED AT 11202 N. HEWES
STREET, 11212 N. HEWES STREET, 18761 E.
BOND AVENUE, AND 18771 E. BOND AVENUE

CHANGE 1133-91 CITY ORANGE Recitals:After due public hearings
as required by law, the city Council of the city of
orange considered a recommendation of the Planning commission of
the City of Orange recommending, by Resolution No. PC-7-
91 that certain property situated at 11202 N.Hewes Street, 11212
N. Hewes Street, 18761 Bond Avenue, and 18771 E. Bond Avenue
be reclassified from the County R-1 (7,200)
Residential Single Family District to the City R-
1-7 Residential Single Family District and approved
said recommendation after finding and determining the hereinafter described facts.
The real property which is
the subject of the reclassification is more particularly described as follows:That portion of
Lot 15 of Block B of the Lane of Oge and Bond as shown on
a map recorded in Book 3, Pages 430 and
431 of Miscellaneous Records of Los Angeles County, California,
in the Unincorporated Territory
of the County of orange, State of California, described as follows:
BEGINNING at an angle point on the existing boundary line
of the city of Orange, said angle point being the southeasterly corner
of Annexation Number 370 to the City of orange, said angle
point also being on the centerline of Bond Avenue; thence along said
existing boundary line of the City of Orange as
created by said Annexation Number 370, Annexation Number 191, and
Annexation Number 314 through its various courses in
a general Northerly,Westerly, Northerly, Easterly and Southerly direction to said
centerline of Bond Avenue; thence North 89 55' 35" West along said
centerline
Upon the pUblic hearing before the City Council, the
following facts were established:
1. The properties are rectangular shaped, and have a
combined area of approximately 1.3 acres. Two of the parcels
front on Hewes street and the other two front on Bond Avenue.
The individual lot sizes are as follows:
11202 N. Hewes street - 10,777.5 sq.ft.11212
N. Hewes street - 10,777.5 sq.ft.18761 E.
Bond Avenue - 8,134.75 sq.ft.18771 E. Bond
Avenue - 26,572.5 sq. ft.2. The proposed Pre-
Zone Change for four unincorporated single family parcels
from existing County R-1 (7,200) (Single Family Residential,
7,200 sq.ft. minimum lot size) to city R-1-7
Residential - Single Family District, 7,000 sq. ft. minimum lot size).
The Pre-Zone Change request is for City annexation
purposes.
Orange Municipal Code Section 17.06.100 sets forth the
following procedure for zoning and classification of land outside
the City:
A. All territory outside the City but within the City's
sphere of influence may be pre-zoned prior to annexation to
the City in accordance with the procedures outlined in
section 17.06.050 et.seq., and Chapter 17.92 and as provided for
in Section 65859 of the Government Code of the State of
California.B. When territory outside city has been so
classified for land use, then such territory so annexed and classified
for zoning shall become a part of City's Zoning Map and thereafter
be subject to all of the provisions of this
Code.3. The properties are currently zoned County R-1 (
7,200)Single Family Residential, 7,200 sq.ft. minimum lot
size), and have a City General Plan Land Use Designation of
Low Density Residential (2-6 dwelling units per acre).
The properties are within the City's Sphere of Influence as established
by the Local Agency
Formation Commission (LAFCo).4. The properties are located in an
urbanized area and developed with existing single family
homes. The adjacent surrounding uses
are as follows:North: Single family residences zoned
City R-1-7 and vacant land zoned City
R-
O (Recreational - Open Space District).South: Single
family residences
zoned County R-1 7,200).East:
Single family residences zoned City R-1-7.West:
Gravel pit
zoned City S-G (Sand
5. Annexation No. 380 is currently being processed by LAFCofortherequestofannexingthepropertiestothecity. The areatobeannexedalsoincludesthenortherlyportionofBondAvenueandtheeasterlyportionofHewesstreetadjacenttothesite.
6. The existing single family residential uses areconsistentwiththepermittedusesofCityR-1-
7 zoning.7. Approval of this Pre-Zone Change requestwouldallowthepropertiestobeannexedtotheCityandbeprovided
with municipal services.8. The annexation would eliminate this "County Island" and consolidate jurisdictional responsibilities
to the City.9. This project is categorically exemptfromtheprovisionsoftheCaliforniaEnvironmentalQualityAct (CEQA) per Section 15319
State CEQA Guidelines.NOW, THEREFORE, BE IT RESOLVED by the CityCounciloftheCityofOrangethattherecommendationofthePlanningCommissionbeupheldandthatPre-ZoneChange1133-91 reclassifying the subject property to the R-1-7
District be approved for the following reasons:1. Approval ofthisPre-Zone Change request would allow the properties to beannexedto
the City and be provided with municipal services.2. The annexation would eliminate this "County
Island" and consolidate jurisdictional responsibilities to the City.3. The existing single family residential uses are consistent
with the permitted uses of City R-
