RES-7793 Adopting a Mandatory Water Conservation ProgramRESOLUTION NO. 7793 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE TO ADOPT A MANDATORY WATER CONSERVATION PROGRAM. WHEREAS, The State of California is in the fifth year of a drought; and WHEREAS, in recognition of the critical water conditions existing in the state, the City of Orange city Council approved Resolution No. 6563 adopting a voluntary water conservation program on May 8, 1990; a~d WHEREAS, Resolution No. 7563 provided that if current drought conditions continue, then a mandatory water conservation program would be considered; and WHEREAS, State water storage reservoirs remain at levels substantially below normal; and WHEREAS, the Metropolitan Water District has recommended that all water agencies within its service area adopt mandatory water conservation programs; and WHEREAS, the city of Orange desires to conserve water and, particularly to prevent the waste of water; and WHEREAS, Sections 13.04.170 and 13.04.180 of the Orange Municipal Code specifically prohibit the wasteful and/or negligent use of water, and enumerate the circumstances that authorize the discontinuance of water service. NOW, THEREFORE, BE IT RESOLVED that the following uses of water are considered to be wasteful and negligent and are prohibited: Irrigation systems that overspray or otherwise allow water to run off landscaped areas onto adjoining streets, sidewalks, or other paved surfaces due to incorrectly directed or maintained sprinklers, or excessive watering. Watering landscaped or turf areas during the hot part of the day (between 10:00 a.m. and 4:00 p.m.) and on windy days. Operating decorative fountains without a water recycling system. Hosing down driveways, sidewalks, and other paved surfaces, except for health and safety reasons. Washing cars or other vehicles without using a bucket and/or a hose equipped with a positive shut off nozzle. Leaving leaking pipes, faucets, or other plumbing fixtures unrepaired. 1- BE IT FURTHER RESOLVED that the city of orange will expect all restaurants within its jurisdiction not to serve drinking water to customers unless expressly requested; and BE IT FURTHER RESOLVED that if drought conditions continue, the city council will consider further measures to achieve appropriate conservation goals.
