A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE SUPPORTING THE REPEAL OF
SB 2557 AND THE PROTECTION OF CITY
FINANCES FROM THE STATE BUDGET PROCESS.
WHEREAS, after the longest budget stalemate in California
history, the Governor and Legislature enacted a 1990-91
budget package shifting state and county costs to cities, and
diverting city revenues to finance state and county responsibilities;
and WHEREAS, cities provide local municipal services and have
no responsibility or authority for administering state or
county programs;
and WHEREAS, SB 2557 allows counties to charge cities
for administering the property tax; authorizes counties to
charge cities for booking prisoners; and permits counties to
retain property tax revenues that should otherwise go to 90 "No and
Low Tax cities";
and WHEREAS, all 457 California cities balanced their
budgets,only to find them subsequently out of balance due to cost
shifts and revenue losses that balanced the state's budget;
and WHEREAS, SB 2557 is a poor public policy measure that
takes from local government and provides no real solution to
the continuing financial problems facing all levels of
government.NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Orange that the city of Orange does hereby support the repeal
of SB 2557 and the protection of city finances from the state
budget process; and supports alternatives to provide adequate
long-term funding for cities
and counties.ADOPTED this 12th day of
