A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE SUPPORTING THE
FUTURE METROLINK COMMUTER RAIL
OPERATION AT THE SANTA FE DEPOT SITE
LOCATED AT 184 NORTH ATCmSON STREET.
WHEREAS, commuter rail service has been proven to be successful in Orange
County, as shown by the acceptance of the Orange County Transportation Authority's
OCTA) commuter rail train, in service since April 1990, and
WHEREAS, OCT A is a member of the Southern California Regional Rail
Authority, a five-county Joint Powers Agency which will operate all commuter
rail service under the name of Metrolink,
and WHEREAS, the Orange County Transportation Authority's Community
Rail Strategic Plan calls for the expansion of rail service from one to three round trips
daily in December 1993, and the opening of five new stations in Orange County,
including the City of Orange, to increase access and ridership for the trains,
and WHEREAS, the City of Orange is committed to identifying travel
modes which are alternatives to the single occupant automobile, thereby increasing
regional mobility and improving air quality, as required by the Congestion Management
Plan and the Air Quality Management Plan,
and WHEREAS, the City of Orange has participated in the OCT A Commuter
Rail Working Group formed to achieve implementation of an expanded commuter
rail services,
and WHEREAS, the City of Orange is pursuing land use improvements by
means of urban redevelopment and historic district measures, which will
receive complementary and positive reinforcement by the new Metrolink Commuter
Rail operations in the City of
NOW, THEREFORE, the City Council of the City of Orange resolves as
follows:
The City of Orange hereby expresses its support for a Metrolink Commuter Rail
Station site located at the site of the former Atchison, Topeka and Santa Fe Railroad
station at Atchison Street near West Chapman Avenue and Maple Avenue, and
designed consistent with the minimum specifications presented by OCT A and
Metrolink, and
The City of Orange directs staff to continue working with the OCT A Commuter
Rail Project Team to bring preliminary site design to first approval level and then
return to Council for the appropriate land use and budgetary approvals.
