RECITALS:After due public hearings as required by law, the
City Council of the City of Orange considered a recommendation of
the Planning commission of the City of Orange recommending
by Resolution No. PC 49-92, that certain property situated
at 603 and 613 Palm Avenue, be reclassified from the C-l
District to the R-2-6 District, and
approved said recommendation after finding and determining the
hereinafter described facts. The real property which is the subject
of the reclassification is
more particularly described as follows:Lots 1 and 2 in Block
B of Craddick's Subdivision of Parker and Steven's
Addition to Orange, as per map recorded in Book
29, page 100 of Miscellaneous Maps, records of
Los Angeles County, together with the south one half of
alley adjoining said lots on the North, abandoned
May 17, 1950, by resolution of City Council of
Orange, and certified copy of which was recorded May
19, 1950, in Book 2015,
page 23 of Official Records.Upon the public hearing
before the city Council,
the following facts were established:1. The request is to reclassify
2 properties from C-1 (Limited Business District)
to R-2-6 (Residential - Duplex District).2. The
properties are located within the Northeast Residential Quadrant of
the Old Towne Historic District, and are
isolated c-l zoned properties within
a predominantly residential neighborhood. The properties are currently
developed with single family residences. The General Plan Land Use
Designation is Residential Low Medium
Density (6 to 15 dwelling units per acre).3. On March
10, 1992, the city Council directed staff to initiate a
Zone Change of the properties from existing C-1 zone
to R-2-6 zone, with concurrence of the property owners.
Mr. Thibault (603 E. Palm Avenue) and Mr. Jerry Crabill (
613 E. Palm Avenue) have agreed to the Zone Change request.
NOW, THEREFORE, BE IT RESOLVED by the City council of
be upheld and that Zone Change No. 1153-92 reclassifying
the subject property to the R-2-6 District be
approved for
the following reasons:1. The proposed reclassification will allow the
zoning of the properties be more consistent with the City'
s General Plan Land Use Designation of Low Medium Density
Residential (6 to 15 dwelling
units per acre).2. The existing residential uses on
the properties are compatible with the surrounding properties
in the area,which consists of a mixture of
mostly single family residences,
duplexes, and apartments.ADOPTED this 13th day
of
