RES-8086 Amending Resolution No. 7878RESOLUTION NO. 8086 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE AMENDING RESOLUTION NO. 7878 OF THE DESIGNATED EXECUTIVE MANAGEMENT, STAFF MANAGEMENT, AND LABOR CONFIDENTIAL EMPLOYEES TO REFLECT CHANGES TO WAGES, HOURS, AND WORKING CONDITIONS ASSOCIATED WITH A FURLOUGH PROGRAM. WHEREAS, the City Council of the City of Orange herein has consulted with certain members described herein; and WHEREAS, the City Council of the City of Orange wishes to modifY wages, hours, and conditions of employment to reflect employees participation in a temporary furlough program effective October 4, 1992 through June 26, 1993. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Orange that the attached addendum to Resolution No. 7878, is adopted and set forth as follows: ADDENDUM TO RESOLUTION NO. 7878 RELATING TO THE COMPENSATION AND TERMS OF EMPLOYMENT OF DESIGNATED EXECUTIVE MANAGEMENT, STAFF MANAGEMENT, AND LABOR CONFIDENTIAL EMPLOYEES. SECTION 2. add The salary and wage schedules listed in Exhibit "A" and "B" of Resolution No. 7878 constitute the basic monthly compensation plan based on a forty 40) hour work week. However, for the remaining term of this Agreement, actual salaries paid to employees represented by this Resolution will be prorated to reflect the temporary furlough program which provides for a thirty-six (36) hour work week.SECTION 15. HOLIDAYS. C. add..Except that, for the remaining term of this Resolution, for those employees participating in the temporary furlough program, when any of the above holidays falls on a Friday or Saturday, except one-half (1/2) day before Christmas, employees will be credited with eight (8) hours of time. Accumulated holiday compensatory time must be used by the employee by the end of the calendar year in which it was accumulated. SECTION 16. VACATIONS. A. add: However, for the remaining term of this Resolution, employees participating in the temporary furlough program who work a thirty-six (36) hour work week and who have one (1) year's continuous service shall thereafter accrue paid vacation in accordance with the following:C. add..However, for the remaining term of this Resolution, this provision shall be waived.SECTION 18. LEAVES OF ABSENCE.H. SICK LEAVE. add:1) .. .However, for the remaining term of this Resolution, employees participating in the temporary furlough program and working a thirty- six (36)hour work week, eight (8) hours of sick leave will accrue for each month of continuous service.5)Sick Leave Payout Program.b)( 1) add:.. .However, for the term of this Resolution, payout of accumulated sick leave shall be limited to conversion of sick leave time to accumulated vacation.b)(2) add:...However, for the term of this Resolution, payout of accumulated sick leave shall be limited to conversion of sick leave time to accumulated vacation.SECTION 20. OTHER FRINGE BENEFITS.B. Money Purchase Retirement Plan. add: Except that, for employees participating in the temporary furlough program, base salary shall be the prorated salary actually received based upon a thirty-six (36) hour work week. In lieu of this City provided benefit, the employee may elect to have added to his actual earnings an additional three (3%) percent of the prorated base salary.SECTION 23. EFFECTIVE DATES. This resolution shall be effective as of October 4, 1992 and shall continue in full force and effect until June 26, 1993 unless otherwise amended. SECTION 24. MISCELLANEOUS FURLOUGH PROVISIONS A. Lavoffs The City agrees that for the remainder of this Resolution, October 4, 1992 through June 26, 1993, employees covered by this resolution shall not be subject to layoffs. B. Earlv Retirement Options The City will offer to eligible employees covered by this Resolution Early Retirement Incentives Options. Employees may choose on of the following options consisting of the following: 1) Two years additional service credit. In addition, the City will pay a portion of the employee's health premium through June 30, 1993, up to the amounts shown below; 2) An annuity in an amount approximately equivalent to what it would cost the City to purchase the additional 2 years of service credit. In addition, the City will pay a portion of the employee's health premium through June 30, 1993, up to the amounts shown below; 3) A salary package which provides one month's salary for each year of service up to six (6) months base salary. In addition, the City will pay a portion of the employee's health premium through June 30, 1993, up to the amounts shown below. HEALTH PREMIUM CONTRIBUTION SCALE City of Orange Service Years 1-9 years = $133.00 per month 10-14 years = $199.00 per month 15-19 years = $265. 00 per month 20 or more years = $331. 00 per month C. Accumulated Compensatory Time Conversion Privilege For the term of this Resolution the employees covered herein shall waive their privilege to convert accumulated compensatory time to cash in lieu of time taken.ADOPTED this 22nd day of September 1992.
