RES-8041 Approving General Plan Amendment No. 2-92RESOLUTION NO. 8041 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE UPHOLDING THE RECOMMENDA- TION OF THE PLANNING COMMISSION OF THE CITY OF ORANGE AND APPROVING A GENERAL PLAN AMEND- MENT TO REDESIGNATE PROPERTY LOCATED AT THE NORTHEAST CORNER OF ALMOND AVENUE AND PIXLEY STREET. GENERAL PLAN AMENDMENT NO. 2- 92 APPLICANT: ORANGE HOUSING DEVELOPMENT CORPORATION RECITALS:After due public hearings as required by law, the City Council of the City of Orange considered a recommendation of the Planning commission of the City of Orange recommending, by Resolution No. PC-29-92 that certain property situated on the northeast corner of Almond Avenue and Pixley street be redesignated from the industrial designation to the medium denisty resideential designation and approved said recommendation after finding and determining the hereinafter described facts. The real property which is the subject of the reclassification is more particularly described on Exhibit " A"attached hereto.Upon the pUblic hearing before the City Council, the following facts were established:1. That the applicant, Orange Housing Development Corporation, is proposing the development of a 15 unit affordable senior citizen housing project located at the northeast corner of Almond Avenue and Pixley Avenue.2. That requested is an Amendment to the City's General Plan Land Use Element to change the designation of the entire property from Industrial to Medium Density Residential ( 15 to 24 dwelling units per acre).3. That requested is a Change of zoning classification of the northerly portion of the property from M-1 (Light Manufacturing District) to R- 3 (Residential - Multiple Family District). The southerly portion is already zoned R-3.4. That requested is a Conditional Use Permit to allow the development of an affordable senior citizen housing project in accordance with Chapter 17.35 of the Orange Municipal Code, which provides for an increase in density from only 8 units allow on this site under the General Plan to 15 units, and also to allow for deviations in parking requirements from 15 parking spaces as required by code to 14 spaces as provided.5. That also requested is an Administrative Adjustment Permit to allow a 4 ft. encroachment of a front porch cover into the required front yard setback area. The ft. wide expanse, which is approximately 25 percent of the entire85ft. of building elevation frontage. 6. That the proposed project is approximately 11,000 squarefeetinsize, 2 stories, and approximately 29 ft. in overalleig~t. The individual units are each one bedroom and 550 sq. ft.1n S1ze. The units contain full kitchen, living dining room,closet space, and bathroom facilities. All toilet and shower/tubfacilitiesareprovidedwithgrabbars. Additional health andsafetyfeaturesconsistofanemergencylightandbuzzersystemwhichisactivatedfromwithintheunitsincaseofanemergency.Smoke detectors and alarms will also be installed throughout thebuilding. 7. That amenities provided with the project includes acommunityrecreationroomwithafireplace, a community kitchen,a front porch, a second porch on the upper floor, laundry facili-ties on the first and second floor, an elevator, and a fencedfrontyardrecreationarea. All areas within the complex arehandicapaccessibleinCludingtheinsideoftheindividualunits. 8. That nearby services in the area located only a fewblocksawaywithinwalkingdistanceoftheprojectsiteincludestheSeniorCenteronOliveStreet, the Satellite Market on AlmondAvenue, and an assortment of retail and commercial serviceswithintheOldTownePlazaarea. The nearest OCTD bus stop islocatedjust3blockwestatthecornerofAlmondAvenueandBataviaStreet. A major bus transfer point is also located just5blockseastatthecornerofGlassellStreetandAlmondAvenue. 9. That the units will rent for $339.00 per month toqualifyingpersons62yearsofageorolderwhoearnnomore than35percentofmedianincome. The current median income forOrangeCountyisapproximately $36,500 per year, therefore,resident's annual income will be approximately $12,800 or lessperyear. These dollar figures are established by the U.S.Department of Housing and Urban Development and is available fromthelocalHUDofficesinSantaAna. The persons residing in thisprojectmustalsobecapableofindependentliving, and notrequireanytypeofspecialcareorsupervision. 10. That the project will be owned and managed by the OrangeHousingDevelopmentCorporation (OHDC), which is a nonprofitcorporationbasedintheCityofOrange, created for the solepurposeofconstructingandmanagingaffordablehousingunits.This project will be kept affordable and exclusively for seniorcitizensinperpetuity. This project is subsidized by RentalHousingProgram, Tax Credit, and the City of Orange RedevelopmentAgency. NOW, THEREFORE, BE IT RESOLVED by the city Council of theCityofOrangethattherecommendationofthePlanningCommissionbeupheldandthatGeneralPlanAmendment2-92 redesignating the subject property to the mediumdensityresidentialdesignationbeapprovedforthefollowing reasons:Reso No. 8041 1. The proposed project is consistent with the goals andpoliciesofthecity's General Plan Housing Element in providingthecommunitywith15unitsofaffordableseniorcitizenhousing. 2. The proposed medium density residential use of thepropertyiscompatiblewiththeusesinthesurroundingareabecauseitprovidesabufferbetweentheindustrialusestothenorthandeast, and the single family and duplex residential usestothesouthandwest. 3. Conditions have been imposed with this project to assurethecontinuedoperationandmaintenanceoftheprojectasaffordableseniorcitizenhousingforthelifeoftheproject. ADOPTED this 23rd day of June 1992.
