A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ORANGE
HONORING MERRILL V. DUNCAN
FOR SERVING AS POLICE CHIEF
W HER E AS, Merrill V. Duncan graciously came out of
retirement in 1991 to step into the shoes left behind by Chief Mike
Parker, and has reached an impressive milestone of having served in
law enforcement for fifty years; and
WHEREAS, Chief Duncan provided a solid foundation to the
Orange Police Department from 1968 to 1981, and has served as an
exemplary role model to his fellow officers; and
W HER E AS, he is noted for his stick-to-
itiveness, bull-dog courage, and grit, which has earned him the respect
of his colleagues and the affectionate tag of "a Cop'
s Cop"; and WHEREAS, the Chief, with his unassuming
manner and wry wit, often compared his fully-decorated dress uniform
to that of a Peruvian General, and whose infectious laughter will
no more echo
in the hallways; and WHEREAS, the City of Orange fully
respects his wishes for retirement, will not completely "retire his jersey"
in the event that we ever need to call him to service again in our
time of need; and NOW, THEREFORE, BE IT RESOLVED by
the City Council of the City of Orange, California, to hereby pay
tribute to Chief Merrill V. Duncan for his dedication to our community
as Police Chief, and extend best wishes from Mayor Gene Beyer,
the entire City Council,and the 112,000 citizens of the
great City of Orange.ADOPTED this 9th
