A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE OVERRULING THE RECOMMENDATION
OF THE PLAHNING COMMISSION OF THE CITY OF
ORANGE AND GRANTING A CONDITIONAL USE PERMIT
TO ALLOW, MODIFICATION OF AN EXISTING FREEWAY
SIGN UPON PROPERTY SITUATED 140 FEET SOUTH OF
DTELLA AVENUE, APPROXIMATELY 230 FEET WEST
OF STATE ROUTE 55 (COSTA MESA FREEWAY).

RECITALS:After report thereon by the Planning Commission and
after due public hearings as required by law, and after receiving
a recommendation from the Planning Commission, recommending,
by Resolution No. PC-61-91, that Conditional
Use Permit 1934-91 which is requesting modification of
an existing freeway sign upon property situated 140 feet
south of Katella Avenue,approximately 230 feet west of state
Route 55 (Costa Mesa Freeway) be denied, the
City Council considered Conditional Use Permit 1934-91 and
determined that the recommendation of the Planning Commission
should be overruled and Conditional Use Permit 1934-91
be granted. Subject property is more
particularly described in Resolution No. PC-61-91.During
the public hearing, the City Council found the facts as
presented in the
Planning commission Staff Report and Resolution No. PC-61-
91.However, the city Council found that the modification of
an existing freeway sign at this location, because of the nature of
the proposed use as well
as the property's location abutting freeway right-of-way, is
appropriate.NOW, THEREFORE, BE IT RESOLVED by the city Council
of the City of
Orange that Conditional Use Permit 1934-91 be granted
for the following reasons:1. That the proposal conforms to sound
principles
of land use and is in response to services
required by the community.2. That the proposal will not cause
deterioration of bordering land
uses or create special problems for the area in
which it is located.3. That the proposal is consistent with community
or neighborhood plans for the area in which it
is to be located.4.
BB XT FURTHER RESOLVED that Conditional Use Permit 1934-
91 be granted subject to the following conditions:
1. A dark colored background shall be provided on all
signs; sign copy may be illuminated for nighttime visibility.
2. The applicant shall provide a reader panel on the
sign (Letter"B") at Katella, displaying the building addresses
for all internal properties that gain access by way of the
shared easement. Numeral height shall be no less than 6
inches.
3. Electric and structural permits are required, and
plans must be reviewed and approved by the Building Division,
Department of Community Development, for new signs and for
modifications to existing signs.
4. Conditional Use Permit 1934-91 shall expire 24
months from the date of approval, if the proposal is
abandoned.ADOPTED THIS 24th day
