A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGB DEMONSTRATING COMPLIANCE
WITH MBASURE M, REVISBD TRAFFIC IMPROVE-
MBNT AND GROWTH MANAGBMBNT ORDINANCB
REQUIREMENTS.
WHEREAS, on November 6, 1990, Orange County voters
approved Measure M, the Revised Traffic Improvement and
Growth Management Ordinance providing funding for needed
transportation improvements; and
WHEREAS, to receive local street maintenance and
improvement funds, the City is required to submit
documentation to the Orange County Local Transportation
Authority demonstrating compliance with Measure M
requirements by June 30, 1992; and
WHBRBAS, Measure M requirements include the following:
I. Growth Management Requirements
A. Adoption of a Growth Management Element which
includes:
I. Traffic Level of Service (LOS) Standards
2. Development Mitigation Program
3. Development Phasing and Annual
Monitoring Report
B. Commitment to participate in Inter-
Jurisdictional Planning Forums
C. Development of a Seven-Year
Capital Improvement
Program D. Address Housing Options and Job
Opportunities E. Adoption of a Transportation
Demand Management (TDM)
Ordinance II. Other Measure M
Requirements A. Consistency with the County's Master Plan
of Arterial
Highways B. Development of Pavement Management
Program C. Maintenance of
D. A Memorandum of Understanding Regarding
Receipt and Use of Measure M Funds
WHEREAS, the City's Growth Management Element identifies
Traffic Level of Service (LOS) standards; and
WHEREAS, the City's Growth Management Element includes
standards for Transportation facilities and includes provisions
for development mitigation, development phasing and annual
development monitoring; and
WHEREAS, the City is committed to participation in inter-
jurisdictional planning forums; and
WHBREAS, the City's Growth Management Element, Land Use
Element, Housing Element and Transportation Element include
pOlicies encouraging development of communities which balance
employment and housing opportunities; and
WHEREAS, on May 21, 1991, this Council adopted Ordinance
No. 13-91 establishing a Trip Reduction and Travel
Demand Ordinance;
and WHEREAS, the Master Plan of Arterial Highways is
adopted as part of the City's Transportation Element;
and WHEREAS, the City uses a Pavement Management Plan
to determine needed and Timely Maintenance on its street
system;
and WHEREAS, this Council has authorized the Director
of Public Works to approve a "Statement of Conformance" inkeepingwithMeasureMmaintenanceofeffortrequirements;
and WHEREAS, this Council has authorized the Director
of Public Works to approve a Memo of Understanding agreeing
to comply with the Measure M Ordinance, the Traffic
Improvement and Growth Management Plan and associated
implementation guidelines;
and WHEREAS, the Director of Public Works has submitted
a report to this Council, dated December 3, 1991, which
includes necessary documents, reports and implementation
plans demonstrating full compliance with all Measure M
reguirements.NOW, THEREFORE, BE IT RESOLVED that this Council
hereby approves the following
actions:Reso No. 7925
1. Approve the submittal package as contained in the
December 17, 1991 report from Director of Public Works.
2. Adopt draft resolution authorizing submittal of
statement of compliance to OCLTA.
3. Authorize Director of Public Works to execute
Memorandum of Understanding regarding the City's use of
Measure M funds.
4. Authorize the Director of Public Works to certify
the City's Pavement Management Plan complies with Orange
County Local Transportation Authority criteria.
5. Authorize Director of Public Works to submit
statement of compliance reports required by Measure M to the
Orange County Local Transportation Authority.
6. Direct Department of Public Works to report back to
this Council upon certification of this package by OCLTA.
7. Direct staff to process technical refinements to the
Growth Management Plan Element Facilities Implementation
Plans to be consistent with Countywide Growth Management
Areas approved by Regional Advisory and Planning Council.
