A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION TO
JOHN K. FRENCH OF THE GENERAL SERVICES
DEPARTMENT AND COMMENDING HIM FOR MORE THAN
THIRTY-TWO YEARS OF LOYAL AND DEDICATED
SERVICE.WHEREAS, John K. French began his career with the city
of Orange as a Warehouseman/Buyer in 1961, and was promoted
to Purchasing Officer in 1968;
and WHEREAS, in 1973, the General Services Department was
formed with John appointed as Director. He became responsible for
the Purchasing function, Building Maintenance and Custodial
Services for City facilities, Vehicle Fleet Management, and an
in-house print
shop; and WHEREAS, through his knowledge of the Purchasing
field and his intense desire to get the lowest possible price
on every possible product or service he fondly became known
as John low bid"
French; and WHEREAS, since John has a knack for knowing
and doing everything for everybody, he has also come to
be affectionately known as "The
Governor"; and WHEREAS, in 1976, the City's Corporation Yard was
built, and not unlike the "Pope", John has been holding court
on Struck Avenue ever
since; and WHEREAS, in 1989 John was given the
additional respon-sibility of Communications Manager - since it was determined
that he spent more time on the telephone than anybody else in
the city;
and WHEREAS, upon John's announcement that he would be
retiring,a search was made throughout the land for a replacement; since
it was determined that John was irreplaceable, the General
Services Department will be retiring along with him - to be forever missed
but never forgotten; and
WHEREAS, John has made it known that upon his retirement he
plans to work diligently on his train set, travel the countryside
in his fifth wheel trailer, and play some golf; and
WHEREAS, the City of Orange will never quite be the same
without the General Services Department and the dedication and
loyalty of John K. French.
NOW, THEREFORE, BE IT RESOLVED that the city Council, on
behalf of the employees and citizens of the city of Orange,
hereby expresses to John K. French sincere appreciation for his
more than 32 years of service and wishes John and his wife,
Lorraine, a healthy, happy and fulfilling retirement.
