RES-8220 Concerning the Status of the Circulation ElementRESOLUTION NO. 8220
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE CONCERNING THE
STATUS OF THE CIRCULATION ELEMENT
FOR THE CITY OF ORANGE
WHEREAS, the City of Orange desires to maintain and
improve the streets within its juriSdiction, including those
arterials contained in the Master Plan of Arterial HighwaysMPAH), and
WHEREAS, the City of Orange has endorsed a definition
of and a process for, determining consistency of the City'S
Traffic Circulation Plan with the MPAH, and
WHEREAS, the City has adopted a General Plan
Circulation Element which does not preclude implementationoftheMPAHwithinitsjurisdiction, and
WHEREAS, the City has adopted a Resolution informingtheCountyofOrangethattheCity'S Circulation Element is
in conformance with the County's Master Plan of Arterial
Highways and whether any changes to any arterial highways ofsaidCirculationElementhavebeenadoptedbytheCityduringFiscalYear1992-93,
and WHEREAS, the City is required to send annually to
the County of Orange all recommended changes to theCityCirculationElementandtheCountyMasterPlanof
Arterial Highways for the purpose of requalifying forparticipationintheArterialHighwayFinancingProgram, Combined
Road Plan Program and Measure M's Streets and Roads
Programs.NOW, THEREFORE, BE IT RESOLVED that the City ofOrange,does hereby inform the County of Orange and theOrangeCountyLocalTransportationAuthority
that:a) The arterial highway portion of theCityCirculationElementoftheCityisin conformance with
the County Master Plan of Arterial
Highways.b) The City attests that no unilateral reduction
in through lanes has been made on any MPAH arterialsduringFiscalYear
1992-93.c) The City had adopted a uniform
setback ordinance providing for the preservation ofrights-of-way consistent with the
MPAH
arterial highway
classification.
d)of access integrity The City has adopted
provisions for the limitation to arterial highways in
order to protect
