A RESOLUTION OP THE CITY COUNCIL OP THE
CITY OP ORANGE AMENDING AND REVISING THE
MASTER SCHEDULE OP PEES AND CHARGES AS
AUTHORIZED BY ORANGE MUNICIPAL CODE
CHAPTER 3,10,
WHEREAS, on June 12, 1984, the City Council adopted
Resolution No. 6100 which implemented the MASTER SCHEDULE OF FEES
AND CHARGES, consisting of Schedule "A" and Schedule "B"; and
WHEREAS, the MASTER SCHEDULE has been revised from time to
time; the last time was on June 18, 1991, when Resolution No,
7842 was adopted; and
WHEREAS, the City Council has determined that the MASTER
SCHEDULE should again be amended to include increases in certain
fees and charges in order to reflect the true cost of providing
the respective goods, facilities, and services provided by the
City in connection with such fees.
NOW, THEREPORE, BE IT RESOLVED by the City Council of the
City of Orange as follows:
1. Resolution 7842, adopted June 18, 1991, is hereby
amended and the attachment entitled AMENDMENT TO MASTER SCHEDULE
OF FEES AND CHARGES is hereby adopted, amending the respective
fees set forth in said Resolution 7842.
2. The City Council finds that the fees and charges set
forth in the attached MASTER SCHEDULE OF FEES AND CHARGES do not
exceed the reasonable costs of providing the respective goods,
facilities and/or services pertaining to each fee and charge,
3, The fees, charges, and rates listed in the MASTER
SCHEDULE OF FEES AND CHARGES as amended hereby shall be effective
on July 1, 1993, except for those fees and charges set forth in
section 2,0, entitled "Community Development and Building
Division", and section 2,1 entitled "Interdepartmental Fees and
Charges Based on Hourly Rates".
4. The fees, charges, and rates set forth in said sections
2,0 and 2.1 shall become effective 60 days after the adoption of
this Resolution in accordance with the California Government
Code,
5, If any fee, charge, or rate set forth in this Resolution
or the application thereof to any person or circumstance is held
to be unconstitutional or otherwise invalid by any court of
competent jurisdiction, such invalidity shall not affect any
other fee, charge or rate, or application thereof, which can be
implemented without the invalid fee, charge or rate, or
application thereof, and to this end the fees, charges and rates
of this Resolution are declared to be severable,

2.1 INTERDEPARTMENTAL FEES & CHARGES BASED ON HOURLY RATES
Fees collected for the following services will be calculated based upon the size and scope of the project.
If the project is determined to be minor, the fee charged will be the minimum deposit indiclltP1l below for
the service. If the project is determined to be major, a deposit will be posted by the applicant in the
amounts indicated below. Time spent by City staff to complete the project will be charged against the
posted deposit. Additionally, any amounts incurred by the City for outside consultants including but not
limited to legal counsel will be charged to the applicant. The rate charged for these services is as follows:

Should the applicant desire that more than one of the below listed services be performed on a single major
project, the maximum deposit required to be posted will be $6,000.00 for the entire project, except for
Development Agreement Fees, which shall have a maximum deposit of $11,000.00 and shall be made

When more than 50% of the deposit has been credited toward hourly services provided, the applicant will
be billed directly for actual time spent on the project.
At the completion of a major project, a final accounting of deposits posted and amounts charged toward
the project will be calculated and any charges due the City or refunds due the applicant will be procesvd.
The hourly rates established for City staff will be adjusted annually for any changes in rate of payor
benefits afforded City staff.
