RES-8188 Establishing New Rates and Charges for WaterRESOLUTION NO, 8188 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE ESTABLISHING NEW RATES AND CHARGES FOR WATER SUPPLIED BY THE CITY'S WATER DEPARTMENT, WHEREAS, the rates charged by city of Orange for water supplied by the city's Water Department are contained in Chapter 13.16 of the Orange Municipal Code which also provides that the rate may be changed by resolution of the City Council, subject to certain conditions; and WHEREAS, after considering the information provided in the Staff Report, the city Council finds that: 1, All conditions set forth in the Orange Municipal Code for any increase of rates have been fully met. 2. Future rate adjustments indicated by a water rate adjustment indicator of greater than 1%, calculated and implemented on an annual basis, will trigger a public hearing for consideration of water rate adjustment. NOW, THEREFORE, BE IT RESOLVED that the rates contained in section 13.16.040 of the orange Municipal Code be modified to read as set forth on Exhibit "A" attached hereto and hereby incorporated herein. BE IT FURTHER RESOLVED that it is the intent of the City Council that section 13.16,050 be modified to incorporate the implementation of the Water Rate Adjustment Indicator as set forth on Exhibit "B" attached hereto, and that the City Attorney is hereby directed to prepare the necessary ordinance to implement this intent. BE IT FURTHER RESOLVED that the new rate provisions set forth herein shall be effective as of July 1, 1993, ADOPTED this 25 th day of May M 1993. The monthly rates are as follows: Volume Cubic feet per billing period) 0- 1000 Over 1000 Rate 8.85 minimum charge 0.97 per 100 cf.B. The bimonthly rates shall be as follows: Volume Cubic feet per billing period) 0-2000 Over 2000 Rate 17.70 minimum charge 0.97 per 100 cf. EXHIBIT "B" WATER RATE ADJUSTMENT INDICATOR Water rates will be adjusted in accordance with a Water Rate Adjustment (WRA) Indicator which will be calculated each year in June. A WRA value greater than 1% will result in a corresponding adjustment of the water rates, to be effective July 1. The WRA will be based on changes in the overall average unit cost of water production, the Water Cost Index (WCI), and shall be calculated in accordance with the formula: WRA=Rx(~ WCn where R is the ratio of total water costs to total Fund 600 expenditures, and where WCI is the percentage change in the Water Cost Index. The WCI shall be the sum of (1) the percentage of water purchased times the MWD price per acre foot, and (2) the percentage of ground water pumped times the pumping cost per AF. Pumping costs are OCWO's Replenishment Assessment and Power Costs. Information on these adjustments shall be provided by the Water Manager to the City Manager and to the City Council each year; however, no Council action shall be required to implement these rate changes, provided that the adjustments are in conformance with the approved methodology. Exhibit "B"
