RES-8189 Providing Severance Benefits to Certain Employee AssocitionsRESOLUTION NO. 8189 RESOLUTION NO 8189. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE PROVIDING SEVERANCE BENEFITS TO EMPLOYEES IN THE ORANGE SUPERVISORY AND MANAGEMENT ASSOCIATION, PROFESSIONAL TECHNICAL AND CLERICAL UNIT, OPERATIONS AND MAINTENANCE UNIT, AND THE WATER DEPARTMENT EMPLOYEES ASSOCIATION. WHEREAS, the City of Orange, herein referred to as "CITY", is facing a difficult financial situation as a result of significant revenue shortfall; and WHEREAS, the Memoranda of Understanding covering the Orange Supervisory and Management Association, Professional, Technical and Clerical Unit, Operations and Maintenance Unit, and Water Department Employees Association do not provide severance benefits for employees represented by these bargaining groups and subject to layoffs; and WHEREAS, the City Council has determined that it is in the best interests of the CITY at this time to provide severance benefits for employees who may be so affected; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Orange that all employees budgeted to work 20 hours or more per week, subject to layoff, and covered under the Resolutions for Orange Supervisory and Management Association, Professional, Technical and Clerical Unit, Operations and Maintenance Unit, and Water Department Employees Association shall be provided severance benefits in accordance with the following terms and conditions: 1. Any eligible employee who resigns or retires during the period from June 1, through June 30, 1993 will receive severance benefits in accordance with the following: a. payment of salary equivalent to the employee's base salary that they would have received for the period from June 1, 1993 through June 30, 1993. b. payment of the City's current contribution towards health insurance, dental and vision isurance through September 30, 1993. Payment will be made on a monthly basis and will cease before September 30, 1993 if the employee becomes covered by a new employer's benefit program. c. employees placed on a re-employment list. The re- employment list will be established based upon procedures outlined in the employee's bargaining group layoff policy.d. employees provided out placement services currently under development.2.
