A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ORANGE UPHOLDING THE RECOMMENDATION OF THE
PLANNING COMMISSION OF THE CITY OF ORANGE AND
APPROVING A GENERAL PLAN AMENDMENT REQUEST
TO AMEND THE GENERAL PLAN OPEN SPACE AND
CONSERVATION ELEMENT BY MODIFYING THE
RECREATIONAL TRAILS MASTER PLAN.
GENERAL PLAN AMENDMENT 1-
93 APPLICANT: CITY OF
ORANGE WHEREAS, after duly noticed public hearings as required by law, the
City Council of the City of Orange considered a recommendation of the
Planning Commission of the City of Orange recommending, by Resolution No. PC 2-92,
that the City Council approve a General Plan Amendment request to amend the
General Plan.Open Space and Conservation Element by modifying the Recreational
Trails Master
Plan; and WHEREAS. upon close of the public hearing before the City Council, did
find the
following facts:1. That the request is to amend the Open Space and
Conversation Element of the general Plan by modifying the existing Recreational
Trails Master Plan for the
following reasons:A To preserve significant
environmental resources.B. To preserve existing open space for
recreational uses.C. To preserve
aesthetic resources.D. To participate in regional programs which help to
improve air quality in Orange and throughout the air basin
which includes provision of a trail system for
transportation purposes.E. To participate in planning efforts to
expand recreational opportunities while protecting
natural resources.2. Section 65385 of the California State Government Code allows
cities to amend their general plans four (4) times a year.
This application represents the first request of the general plan changes
for 1993.
3. Background The City's General Plan, updated in 1989, contains goals,
policies and programs to guide development into the next century. In the
Open Space and Conservation Element, a master plan for trails was
briefly illustrated with general standards for the system. The trails were not
fully articulated due to the "general" nature of the document Therefore, the
City Council recognized a need to take the planning process one step
decided to formulate a more detailed plan for trails. In June of 1991, the
City Council, in response to community concerns authorized the
preparation of a Master Plan of Recreational Trails.
4. The modified Recreational Trails Master plan as set forth in Exhibit A
hereto includes the following components:
A Master Plan with maps
B. Standards
C. Implementation Plan
D. Management and Maintenance Plan
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Orange that the recommendation of the Planning Commission be upheld and that the
City Council approve this General Plan Amendment which modifies the Open Space
and Conservation Element by adopting the Recreational Trails Master Plan attached
hereto as Exhibit "A".
