A RESOLUTION OF THE CITY COUNCIL OF THE
CITY ORANGE UPHOLDING THE RECOMMENDATION
OF THE PLANNING COMMISSION OF THE CITY OF
ORANGE AND APPROVING THE RECLASSIFICATION
OF PROPERTY SITUATED EAST OF WATER STREET,
NORTH AND SOUTH OF ALMOND AVENUE.

92 APPLICANT: CITY OF
ORANGE
RECITALS:After due public hearings as required by law, the
city council of the City of Orange considered a recommendation of
the Planning commission of the City of Orange recommending,
by Resolution No. PC 60-92, that certain property situated
east of Water street, north and south of Almond Avenue
be reclassified from the R-1-6 District to the PI
District, and approved said recommendation after finding
and determining the hereinafter described facts. The real property which is
the subject of the redesignation is more particularly
described
in
Exhibit "A".2.3.Upon the pUblic hearing before
the City Council, the
following facts were established:1.That the proposal is to change the zoning
of two, city owned parcels, from R-1-
6 (Residential, Single Family, Minimum Lot size 6,000
square feet) to PI (Public Institutional)District. The two parcels
are developed with the City's Main Water Plant
and maintenance yard for vehicles and equipment used to maintain
the water system, and are located north and south of
Almond street, east of Water Street.That the purpose of the proposed
zone change is to bring the site's
zoning classification into greater conformance with their General Plan
Land Use Policy Map designation of Public Facilities". Also,
the purpose of the proposal is for the
sites zoning classification to more accurately reflect the intended long
term public use of the sites.Furthermore, although
the site's present R-1-6 zoning
classification does permit public utility uses (subject to issuance
of a conditional use permit), the proposed
PI zoning
classification more accurately regulates the existing land uses.That
Planning commission's decision to recommend that the City Council
approve the proposed Zone Change was based upon the understanding
that PI zoning reflects the city's long term interest
in maintaining the existing pUblic uses on the
sites, and that the proposed zoning classification is consistent with
the City'S General Plan Land Use Policy
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Orange that the recommendation of the Planning Commission
be upheld and that Zone Change 1135-92 reclassifying the
subject property to the PI District be approved for the
following
reasons:1. The proposed zone change bringing the subject sites
into conformance with the city's General Plan Use
Element.2. The proposed zone change reflects the long term land use
of the subject

That portion of Lot Two in Block "D" of A. B. Chapman Tract,
as shown on a Map of Survey made by Frank Lecouvreur in
December 1870, described as follows:
Beginning
at a point on the East line of said Lot Two, said point
being 331.85 feet North of the Southeast corner of said Lot
Two; thence North along the Said East line 149.425 feet,to
the Southeast corner of a tract of land conveyed by Carney Wells
and husband to F. J. Wells by deed recorded in Book 142,
pae:e 102 of Deeds, records of Orange County, California:thence
West 131.26 feet; thence North 149.425 feet to the South
line of Almond Avenue; thence West along the South line of
Almond Avenue 244.74 feet; thence South parallel with the East
