A RESOLUTION OF THE CITY COUNCIL OF THE
CITY ORANGE UPHOLDING THE RECOMMENDATION
OF THE PLANNING COMKISSION OF THE CITY OF
ORANGE AND APPROVING THE RECLASSIFICATION
OF PROPERTY SITUATED EAST AND WEST OF
MANCHESTER AVENUE, NORTH OF COMPTON AVENUE.

RECITALS:After due public hearings as required by law, the
City Council of the City of Orange considered a recommendation of
the Planning commission of the City of orange recommending,
by Resolution No. PC 65-92, that certain property situated
east and west of Manchester Avenue, North of Compton
Avenue be reclassified from the PI and C-2 District to
the O-P District,and approved said recommendation
after finding and determining the hereinafter described facts. The real
property which is the subject of the redesignation is
more
particularly described as follows:1. Lots 56 and
57 of Tract 461.2. The northwesterly portion of Lot 37
of the Down Tract.Upon the public hearing before
the city Council, the
following facts were established:1. That requested is an amendment to the
Land Use Element of the General Plan to relocate the
fire station symbol from the property at 206 N. Manchester Avenue to
a portion of the County Manchester Complex at 345
South city Drive. Also,requested is a change in the Land
Use indication from Public Facilities to Office Professional for
the 206
N. Manchester Avenue property.2. That requested is an amendment to the
Land Use Element of the General Plan to change the 1.2
acre parcel adjacent to 206 N. Manchester Avenue
from
Commercial to Office Professional.3. That requested is a zone change for the
property at 206 N.Manchester from PI (Public
Institutional District) to op Office Professional District) and a zone change
for the 1.2 acre parcel east of 206 N.
Manchester Avenue from C-l Limited Business
District)
to op (Office Professional District).4. That with the completion of
construction of a new fire station 345 South City Drive, the
fire facility at 206 N.Manchester Avenue will no longer
be needed. The proposal is to terminate the Fire
Departments use of this property,combine it with the remaining portion
of the adjacent 1.2 acre parcel, and either sell
as an office site. It is still not known what the exact
Interstate 5 freeway dedication will be, but the tentative
take" is approximately half of the property. continuing
negotiations between CalTrans, the Walt Disney Corporation,
the City of Anaheim, and adjacent cities will determine the
precise widening requirements in this area.
5. That the City of Orange is in the process of relocating the
Fire station No. 6 function from 206 N. Manchester Avenue to
345 City Drive South within the general area of the UCI
Medical Center/county Complex. The station relocation to
345 City Drive south will provide a higher level of fire
protection to the service area than the present site at 206
N. Manchester. This new location is more accessible to the
fire service area. The fire station will be compatible with
other governmental uses in the UCI/County Complex, i.e.,
hospital, courtrooms, jail facility, animal shelter, etc.
6. The relocation of Fire Station No. 6 will create an excess
parcel of land that, along with the adjacent 1.2 acre, could
be leased or sold as an office or retail commercial site.
Because future realigned Manchester Avenue will be one-
way southbound from Compton Avenue north, thereby
limiting access to the site, and the property is adjacent to a
single family residential tract, staff is proposing to zone
the property for Office Professional use. General Office
uses normally generate less traffic and parking than
typical retail commercial
businesses.NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Orange that the recommendation of the Planning
Commission be upheld and that Zone Change 1154-92 reclassifying
the subject property to the O-P District be approved
for
the following reasons:1. The fire station relocation from 206 N.
Manchester to 345 City Drive South will provide a higher
level of fire protection to the service area than
the present site.2. The new location of the fire station is
more accessible to the
fire service area.3. Proposed general offices will be more
compatible with the surrounding residential uses than
the previous zonings.ADOPTED this 19th day
