Planning Commission
September 20, 2021
1. OPENING
The Planning Commission of the City of Orange, California convened on September
20, 2021 at 7:00 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman
Avenue, Orange, California.
1.1 CALL TO ORDER
Vice-Chair Vazquez called the meeting to order at 7:02 p.m.
1.2 PLEDGE OF ALLEGIANCE
Commissioner Glasgow led the flag salute.
1.3 ROLL CALL
Chair Simpson arrived at 7:05 p.m.
Present: Simpson, Vazquez, Glasgow, Martinez, and Trapesonian
Absent: None
2. PUBLIC COMMENTS
The following spoke in opposition to the proposed Kornerstone Cemetery project:
Sharon Galassow,Bill Vaughter, John Nguyen, Alan Kinkaid, and Silvia Sun Nicolas.
3. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Planning Commission and will be enacted by one motion. There will be no separate
discussion of said items unless members of the Planning Commission, staff or the
public request specific items removed from the Consent Calendar for separate action.

3.1. Approval of ineeting minutes of the Planning Commission of the City of Orange
for the September 8, 2021, Regular Meeting.
Vice-Chair Vazquez abstained on Item 3.1 as he was not present at the September 8,
2021, meeting.
ACTION: A motion was made by Commissioner Glasgow, seconded by Commissioner
Trapesonian, to approve the September 8, 2021 minutes as presented.
The motion carried by the following vote:
Aves: Simpson, Glasqow, Martinez, and Trapesonian
Noes: None
Absent: None
Abstain: Vazquez
4. ASSISTANT COMMUNITY DEVELOPMENT DIRECTOR REPORTS
None
5. COMMISSION BUSINESS

7. NEW HEARINGS
7.1. Public Hearing: Conditional Use Permit No. 3140-21, Finney's Crafthouse &
Kitchen, 204 W. Chapman Avenue
Chair Simpson opened the public hearing.
Steve Rawlings, representative for the applicant, spoke on behalf of the proposal.
Chair Simpson closed the public hearing.
The Commissioners had questions about the enclosure of the back patio.
A motion was made by Vice Chair Vazquez, seconded by Commissioner Glasgow, to
approve (with conditions) Resolution No. PC 22-21 entitled:
A Resolution of the Planning Commission of the City of Orange approving Conditional
Use Permit No. 3140-21 for a State of California Department of Alcoholic Beverage
Control Type 47 License (On-Sale General - Eating Place) for a restaurant located at
204 W. Chapman Avenue.

The motion carried by the following vote:
Aves: Simpson, Vazquez, Glasqow, Martinez, and Trapesonian
Noes: None
Absent: None
7.2. Public Hearing: Conditional Use Permit No. 3142-21, Chipotle Mexican Grille ABC
Type 41 License, 112 E. Maple Avenue
Commissioner Trapeseonian recused himself due to a potential conflict with
employrnent and left the dais at 7:28 p.m.
Chair Simpson opened the public hearing.
Valerie Sacks, representative for the applicant, spoke on behalf of the proposal.
Chair Simpson closed the public Hearing.
The Commissioners had questions about the following:
• Request for Type 41 vs. Type 47 License
•Alcohol consumption in the patio
• Clarification of inethod for alcohol service
A motion was made by Commissioner Glasgow, seconded by Commissioner Martinez,
to approve (with conditions) Resolution No. PC 26-21 entitled:
A Resolution of the Planning Commission of the City of Orange Approving Conditional
Use Permit No. 3142-21 for a State of California Department of Alcoholic Beverage
Control, Type 41 License (On-Sale Beer and Wine - Eating Place) for a 2,610 square
foot restaurant located at 112 E. Maple Avenue.
The motion carried by the following vote:
Ayes: Simpson, Vazquez, Glasgow, and Martinez
Noes: None
Absent: None
Recused; Trapesonian
7.3. Public Hearing: Design Review No. 4933-17, Minor Site Plan Review No. 0929-17,
and Mitigated Negative Declaration No. 1864-17, Northern Gateway Commercial
Center, 887 N. Glassell Street
Chair Simpson opened the public hearing.
Leason Pomeroy and AI Ricci, applicants, spoke on behalf of the project.
Chair Simpson closed the public hearing.

The Commissioners had questions about the following:
• Historic gas station
� Confirmation of Design Review Committee support for the design of the main building
and landscaping
A motion was made by Vice Chair Vazquez, seconded by Commissioner Martinez, to
approve (with conditions) Resolution No. PC 27-21 entitled:
A Resolution of the Planning Commission of the City of Orange approving Design
Review No. 4933-17, Minor Site Plan Review No. 0929-17, Mitigated Negative
Declaration No. 1864-17, and associated Mitigation Monitoring Program for a new
1,999 square foot commercial development at 887 N. Glassell Street.
The motion carried by the following vote:
Aves: Simpson, Vazquez, Glasqow, Martinez, and Trapesonian
Noes: None
Absent: None
8. ADJOURNMENT
There being no further business, the meeting adjourned at 8:13 p.m.
The next Regular Planning Commission Meeting will be held on Monday, October 4,
2021 at 7:00 p.m. in Council Chamber.
