A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ORANGE AMENDING RESOLUTION NO. 8354 FOR THE
ORANGE SUPERVISORY AND MANAGEMENT UNIT
DELETING THE CLASSIFICATIONS OF BUSINESS
DEVELOPMENT OFFICER, REAL ESTATE OFFICER, AND
ECONOMIC DEVELOPMENT ASSISTANT II, APPROVING
SEVERANCE PROVISIONS, AND AUTHORIZING STAFF
TO AMEND POSITION CONTROL TO REFLECT
APPROVED CHANGES TO POSITIONS EFFECTIVE
NOVEMBER 22, 1994.
WHEREAS, City staff has carefully reviewed the current staffing levels of
the Economic Development Department, with the understanding that the City is
desirous of changing the focus of activity in Economic Development from
redevelopment to economic development; and
WHEREAS, the Personnel staff recommends restructuring staffing in the
Economic Development Department through elimination of classifications and
reclassification of remaining positions to reflect the changing needs of the newly
created department; and
WHEREAS, the resulting changes in staffing levels within the Economic
Development Department will impact the existing employees and the City
Council has determined that it is in the best interests of the City at this time to
provide severance benefits for employees who may be so affected;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Orange that Resolution 8354 for Orange Supervisory and Management Unit be
amended to delete the classifications of Business Development Officer, Real
Estate Officer, and Economic Development Assistant II and that all full-
time employees subject to layoff and covered under the Resolution 8354 be
provided severance benefits in accordance with the following terms and
conditions:Any eligible employee subject to layoff will receive severance pay
in accordance with the
following:1. payment of an amount equivalent to the employee's regular
base salary for a three month period effective the day following
the employee's employment separation
2. payment equal to the value of the City's current contribution to the
flexible benefit plan as outlined in Resolution No. 8354 Article XIII
Section 4(b) for a period of three months.
Eligibility for the pay and benefits authorized under this Resolution shall
terminate on February 28, 1995 unless extended by the City Council.
BE IT FURTHER RESOLVED by the City Council of the City of Orange
that the City Council authorize staff to eliminate position number 898, Real
Estate Officer, from the budget and reclassify position numbers 913, Business
Development Officer, to Development Specialist and 172, Economic
Development Assistant II to Administrative Secretary effective November 22,
1994.
