A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION TO
FRANK V. PAGE OF THE PUBLIC WORKS DEPARTMENT
AND COMMENDING HIM FOR THIRTY-TWO YEARS OF
LOYAL AND DEDICATED
SERVICE.WHEREAS, Frank V. Page served his country as a Petty Officer in
the United States Navy and gained a lifelong love of the sea;
and WHEREAS, Frank V. Page worked his way through school in the
employ of the Department of Water and Power for the City of Los Angeles and leRoy
Crandall and Associates, and in 1960 graduated from the University of Southern California with
a degree in Civil Engineering;
and WHEREAS, Frank V. Page between working and going to school
met,wooed and in 1959 married the former Leola McFarlin. This was the beginning of a
35 year partnership that was blessed with two sons, Greg and Kevin, and more recently
with a daughter-in-law Lori and
three grandchildren; and WHEREAS, in 1961, Frank V. Page began his career with
the City of Orange as a Jr. Civil Engineer In the Water Department and, with a brief
hiatus as the Assistant City Engineer for the City of Stanton, was
appointed Assistant Water Superintendent for the City of Orange in 1966, Acting Water
Superintendent in 1973,Water Superintendent in 1974, and Director of Public Works in 1981, a
position in which he has served with extraordinary skill and continuing distinction leading to
his receipt in 1987 of the prestigious American Water Works Association
George Warren
Fuller Award; and WHEREAS, Frank V. Page, as Director of Public Works,
has guided the City through a variety of complex, controversial and difficult programs
and projects to include the Lorna Street Environmental Impact Report,
the Eastern Transportation Corridor, the East Orange Specific Plan, the Santa Ana
Freeway Improvement Project,the Measure M Program, the Allen-McColloch Pipeline,
Upgrading of the Water Distribution and Storage System, the model Refuse
Collection Contract, the City Recycling Program, Pavement Management Program,
and the
Materials Recovery Facility; and WHEREAS, Frank V. Page, is active in
many, many professional and technical associations such as Past Chairman-
CalifomialNevada Section of the American Water Works Association, Past
Chairman Orange County Transportation Authority Technical Advisory Committee and
Chairman Transportation Corridor Agencies of
WHEREAS, Frank V. Page has announced his retirement from the City of
Orange effective September 8, 1994, with his stated intent of enjoying his family and
exercising his life-long passion - boating; and
WHEREAS, Frank V. Page leaves the City of Orange knowing that he is
loved and respected by all who know him and that in all capacities he has served the
residents of Orange both honorably and well.
NOW, THEREFORE, BE IT RESOLVED that the City Council, on
behalf of the employees and citizens of the City of Orange, hereby expresses to Frank V.
Page sincere appreciation for his 32 years of service and wishes Frank and his wife,
Leola, a healthy, happy and fulfilling retirement.
ADOPTED this 9th day of August, 1994.
