A RESOLUTION OF THE CITY COUNCIL
APPROVING THE PHASE II SEISMIC
RETROFIT PROGRAM AND RESTATING A
POLICY REGARDING ELIGIBILITY FOR
PARTICIPATION IN THE SEISMIC
RETROFIT FINANCE PROGRAM
WHEREAS, the City of Orange has idenrified 77 buildings which include
unreinforced masonry construction requirnig seismic retrofit by SB 547.
WHEREAS, on May 19, 1992 the Orange City Council and Redevelopment
Agency Boazd of Directors approved a seismic retrofit program including the following
components:
1. A policy statement outlining the City/Agency intent to protect the health
and safety of the community and preserve important historic structures
by implementing a seismic retrofit program.
2. An ordinance establishing development and procedural standards for the
seismic retrofit of unreinforced masonry buildings.
3. Budgeted $2,000,000 of Redevelopment Funds and $40,000 of City
General Funds to be used for the Seismic Retrofit of unreinforced
masonry buildings.
4. Initiated the Phase I, Engineering Report Purchase Program, a one year
program to complete seismic analysis, engineering design and cost
estimating for the seismic retrofit of each building.
WHEREAS, between May 1992 and October 1993, 55 building owners
participated in and completed the Phase I, Engineering Report Purchase Program for their
respecrive building (eight buildings were completed prior to May 1992).
WHEREAS, since May 1992 a small number of building owners who participated
in the Phase I program and have buildings located within the Redevelopment Project
Area, have found it necessary to also complete the seismic retrofit construction on theu
building. Some of these owners have proceeded under their own understanding that they
would be eligible for participation in the Phase II Seismic Retrofit Finance Program.
WHEREAS, the City Council has since May 1992 continued to discuss and refine
the Phase II Seismic Retrofit Finance Program.
NOW, THEREFORE, be it resolved that the Council does approve that the Phase
II Seismic Retrofit Program authorizing Redevelopment funds to be used to support
retrofit of those qualifying buildings within the Redevelopment Project Area.
NOW, THEREFORE, it has been and continues to be the policy of the Agency
Board of Directors that those building owners who have participated in the Phase I
program are on the attached list of unreinforced buildings requiring retrofit by SB 547,
have or will obtain a building retrofit pernut after May 19, 1992, are within the
Redevelopment Project Area, and comply with all other qualifying rules, shall be eligible
for full benefit from and participation in the Phase II Seismic Retrofit Finance Program.
