A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ORANGE PARTIALLY APPROVING A REQUEST TO
CHANGE THE GENERAL PLAN FROM INDUSTRIAL TO
OLD TOWNE MIXED USE AND MEDIUM DENSITY
RESIDENTIAL (15 TO 24 DWELLING UNITS PER ACRE)
ON PROPERTY LOCATED ON THE NORTH AND SOUTH
SIDES OF CHAPMAN AVENUE BETWEEN PIXLEY AND
OLIVE STREETS, BOTH SIDES OF THE 100 AND 200
BLOCKS OF NORTH CYPRESS AND LEMON STREETS,
THE EAST SIDE OF THE 100 BLOCK OF NORTH PIXLEY
STREET AND THE EAST SIDE OF THE 300 BLOCK OF
NORTH CYPRESS STREET (SANTA FE DEPOT SPECIFIC
PLAN AREA).

RECITALS:WHEREAS, the City Council has the authority under California Government
Code Section 65350 et seq, to review and approve General Plan Land Use Amendments;
and WHEREAS, the City Council of the City of Orange did hold a duly advertised
public hearing on September 21, 1993, for the purpose of considering a General Plan Land
Use Amendment from Industrial to Old Towne Mixed Use and Medium Density Residential (15 to
24 Dwelling Units per Acre) for the area surrounding the Historic Santa Fe
Depot.WHEREAS, the City Council reduced the area included in said General
Plan Amendment to that reflected in attachments "A," "B," "C," "0," "E" and "
F".WHEREAS, The City Council concurs with the finding of the Environmental
Review Board that the General Plan Amendment will not have a significant impact on the
environment as documented in Negative Declaration 1435-
93; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Orange partially approves General Plan Amendment 8-93 as follows: Change General
Plan on that portion of the study area south of Maple Avenue form Industrial to Old Towne
mixed Use, and retain existing General Plan designation of Industrial for that portion of the study
area north of Maple Avenue, for
the following reasons:1. Change in use for the area south of Maple Avenue from industrial
and automotive uses to retail commercial and mixed use is appropriate based on the development
of a new commuter rail station, reuse of the original Depot building as
a restaurant and refurbishing of the small park adjacent to the Depot building, and
additional people serving commercial uses that would relate to the rail station and Old
Towne Plaza District.
2. Change in use for the area north of Maple Avenue from industrial to multi-
family residential is not appropriate at this time due to a lack of available project
funding,concern for density adjacent to railroad tracks, relationship of proposed
multi-family development to adjacent lower scale neighborhoods, and the need for further
study of residential projects that might be considered at a future point in time
when certain development issues are more
specifically addressed.ADOPTED this 8th day of
February, 1994.
