RES-8291 Expressing Commitment to Strictly Limit Expenditures of Funds Provided by Proposition 172 for Public Safety PurposesRESOLUTION NO. 8291 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING ITS COMMITMENT TO STRICTLY LIMIT EXPENDITURES OF FUNDS PROVIDED BY PROPOSITION 172 FOR PUBLIC SAFETY PURPOSES ONLY AND TO USE SUCH FUNDS TO EXPAND mE EXISTING LEVEL OF PUBLIC SAFETY SERVICES TO THE CITIZENS OF THE CITY OF ORANGE WHEREAS, on November 2, 1993, a majority of voters in the State of California voted in favor of Proposition 172, popularly known as the Local Public Safety Protection and Improvement Act of 1993; and WHEREAS, Proposition 172 was a Legislative Constitutional Amendment to amend the State Constitution by adding Section 35 to Article XIII to declare that the protection of the public safety is the ftrst responsibility of local government and that local officials have an obligation to give priority to the provision of adequate public safety services; and WHEREAS, Proposition 172 further imposed a 1/2 percent sales and use tax to assist local government in maintaining a sufficient level of public safety services; and WHEREAS, it is anticipated that the City of Orange, together with other cities in the State, will receive a portion of revenues raised by Proposition 172; and WHEREAS, the City Council ftnnly feels such funds must be utilized only in a most responsible and disciplined manner and in absolute accordance with the purpose of Proposition 172, to assure provision of adequate public safety services. NOW, mEREFORE, BE IT RESOLVED by the City Council of the City of Orange that it is committed to the restriction that all funds received from revenues raised by Proposition 172 shall be strictly limited to expenditures for public safety purposes. BE IT FURmER RESOLVED that it is the intent of the City Council to utilize all funds received from revenues raised by Proposition 172 to expand public safety services to the citizens of Orange beyond the existing level. w --- -- -- BE IT FURTHER RESOLVED that the City of Orange shall establish an accounting procedure to track all funds received from revenues raised by Proposition 172 in order that such funds are not commingled with other City funds and to ensure that use of such funds is dedicated strictly for public safety purposes only.
