0299 A RESOLUTION OF THE ORANGE
REDEVELOPMENT AGENCY ADOPTING A REPLACEMENT HOUSING
PLAN FOR THE ALICE CLARK APARTMENT
PROJECT 500 NORTH ORANGE
STREET]WHEREAS, the California Redevelopment Law (Health and Safety Code Section 33000,
et seq.) requires a redevelopment agency to adopt by resolution a replacement housing plan
in connection with agency approval of an agreement for acquisition of real property, for the
disposition and development of property, or an owner participation agreement, when such agreements
would lead to the destruction or removal of dwelling units from the low and moderate income
housing mark(~
t;WHEREAS, the Orange Redevelopment Agency (the" Agency") proposes to enter into
an agreement regarding a site on which are located two (2) one (1) bedroom single family dwelling
units the "Site") which may lead to the destruction or removal of those units from the low and
moderate income housing market;
and WHEREAS, the Agency proposes to enter into an Affordable Housing Agreement
with Orange Housing Development Corporation, a California corporation (the "Participant") pursuant
to which the Participant may remove two (2) single family dwelling units located on the Site
and thereupon construct improvements which will contain either (a) four (4) one (1) bedroom units;
or b) three (3) one (1) bedroom units and one (1) two (2) bedroom unit on the Site (the" Alice
Clark Apartment Project");
and WHEREAS, the Agency has prepared a replacement housing plan for the Alice
Clark Apartment Project (the "Replacement Housing Plan") pursuant to the requirements of
Section33413.5 of the California Health and Safety Code, which Replacement Housing Plan is on file
with the S(:cretary of the Agency and incorporated by reference herein;
and WHEREAS, the Replacement Housing Plan was available for public review for a
reasonable period of time prior to a timely and properly noticed public meeting at which the Agency
considered the Replacement Housing Plan;
and
WHEREAS, the Site is located outside but within the vicinity of the Southwest Project Area
the "Project Area"); and
WHEREAS, the Alice Clark Apartment Project will be of benefit to the Project Area by
increasing the supply of available low and moderate income housing; and
WHEREAS, the Agency has reviewed the Replacement Housing Plan and considered all
written comments and public testimony thereon, and believes that the Replacement Housing Plan is
in accordance with the requirements of the Community Redevelopment Law and is in the best
interests of the City of Orange and the health, safety and welfare of the citizens of Orange.

NOW, THEREFORE, the Orange Redevelopment Agency does hereby resolve as
follows:
Section 1. The Agency hereby approves and adopts the Replacement Housing Plan.
Section 2. The Director of the Agency, or his designee, is authorized to implement the
Replacement Housing Plan and to execute any documents and take any other actions necessary
or convenient for the proper accomplishments of its purposes.
Sedion 3. The Replacement Housing Plan will be of benefit to the Southwest Project
Area by increasing the supply of available low and moderate income housing.
Sedion 4. This Resolution shall take effect immediately upon adoption.
