RES-8566 Loyal Service Appreciation for Gary D. JohnsonRESOLUTION NO. 8566 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE, EXPRESSING APPRECIATION TO GARY D. JOHNSON OF THE ORANGE PUBLIC WORKS DEPARTMENT AND COMMENDING HIM FOR MORE THAN THIRTY-THREE YEARS OF LOYAL AND DEDICATED SERVICE.WHEREAS, Gary D. Johnson began his service as a Junior Civil Engineer with the Orange Public Works Department on May I, 1962, at the age of 26 and rapidly rose through the ranks to become, on June I, 1968, only the 4th City Engineer in the history of the City; and WHEREAS, Gary has witnessed and participated in major changes in Orange, which was transformed from a small farming town to a growing city of more than 120,000 residents; he was instrumental in establishing grading standards and inspection of these standards along with the master plan of drainage, as a result of which the City doesn't have the runoff problems many cities still have today. Through Gary's efforts the Federal Flood Insurance Program has favorably reduced their community rating system designation for Orange, a substantial savings for Orange' s citizens. Under Gary's leadership there has been constructed 175 miles of streets, 10 miles of storm drains and 140 miles of sewers, an amazing accomplishment; and WHEREAS, Gary is a Registered Civil Engineer, Number 16556, a member of the American Public Works Association, receiving the Samuel Greeley Service Award for Local Government in 1994, a member of the American Society of Civil Engineers, the Orange County City EnginLl'rs Association, and'the National Management Association; and WHEREAS, Gary has served on many boards, commissions, and committees throughout the City and County which are too numerous to mention; and WHEREAS, Gary, a valued and productive employee who has had an outstanding career as City Engineer serving the citizens of Orange, has decided to retire and become serious about his golf game. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Orange expresses to Gary D. Johnson of the Department of Public Works, its sincere appreciation for his more than 33 years ofloyal and dedicated service to the City of Orange. BE IT FURTHER RESOLVED that the City Council on behalf of the citizens of Orange, wish Gary a happy, healthy and prosperous retirement. ADOPTED this 12th day of December, 1995. ATTEST: Cassandra J.
