A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ORANGE, EXPRESSING APPRECIATION TO BERNIE W. DENNIS OF
THE ORANGE PUBLIC WORKS DEPARTMENT AND COMMENDING
IDM FOR MORE THAN TIDRTY-TWO YEARS OF LOYAL
AND DEDICATED
SERVICE.WHEREAS, Bernie W. Dennis began his service as City Traffic Engineer with the Orange
Public Works Department on January 7, 1963, as the youngest City Traffic Engineer in the United States
when appointed at the age of26;
and WHEREAS, Bernie developed and established all of Orange's original traffic and
transportation programs encompassing accident records, speed zoning, traffic counts, traffic control devices, arterial
street system, truck routes, crossing guards, school bike trails, trip generation and distribution studies, and
a comprehensive traffic records system;
and WHEREAS, Bernie designed, contracted and constructed the first city traffic signals;
established the first city and utility owned street light program; designed constructed and inspected all of the City'
s municipal parking lots; insta1led the City's first coordinated traffic signal system on Tustin
Street;conceived and managed the $30,000,000 La Veta-Main-Chapman Improvement
Project through Council approval; insta1led one of the first centralized, computerized Master Traffic Signal
systems in Orange
County; ar.d WHEREA.S. Bernie serves as the City's Project Manager for the Costa
Mesa Freeway widening project; is the City's technical representative to the Orange/Santa Ana Joint Powers
Authority, the Central Orange County Fixed Guideway Committee, the Santa Ana Freeway Design Team, represents
the City on three Measure M Growth Management Area committees and chairs GMA-3, serves
as Secretary to the City Traffic Commission, was a founding member of the Old
Towne Preservation Committee; and WHEREAS, Bernie is a registered Traffic Engineer in the State of California,
a Fellow in the Institute of Transportation Engineers, a member of the IrE
Expert Witness Council; and WHEREAS, Bernie has developed and directed numerous
traffic, transportation, parking and
neighborhood preservation programs; and WHEREAS, Bernie, a valued and productive employee who has had an
outstanding career as City Traffic Engineer serving the citizens of Orange,
has decided to retire;NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Orange expresses to Bernie W. Dennis of the Department of Public Works, its sincere
appreciation for his more than 32 years ofloyal and dedicated service to
the City of Orange.BE IT FURTHER RESOLVED that the City Council on behalf of the
citizens of Orange, wish Bernie a happy,
