A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ORANGE EXTENDING THE EFFECTIVE DATE OF RESOLUTION
NO. 8324 BETWEEN THE CITY OF ORANGE AND THE POLICE
MANAGEMENT ASSOCIATION TO MAY 31,1996 AND
FURTHER AMENDING SAID RESOLUTION AS DESCRIBED
HEREIN
WHEREAS, the City of Or~nge, hereinafter referred to as "City", and the Police
Management Association, hereinafter referred to as the "Association", have met and conferred
in accordance with the requirements of the Meyers-Milias-Brown
Act; and WHEREAS, City and Association have reached agreement on wages,
salaries, and other terms and conditions of employment, as more particularly set forth in the
Letter of Understanding referenced as
Exhibit "A".NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Orange that the attached Letter of Understanding between the City of Orange and the
Police Management Association is approved and incorporated by referenced as Exhibit "A" as though fully
set
forth herein.ADOPTED this 26th day of

EXHIBIT "A"
LETTER OF UNDERSTANDING
BETWEEN
THE CITY OF ORANGE
AND
THE POLICE MANAGEMENT ASSOCIATION
This Letter of Understanding (the "LOU") is entered into by and between the City of Orange,
hereinafter referenced to as the "City", and the Police Management Association, hereinafter
referred to as the "Association."
1. PREAMBLE/BASIS FOR AGREEMENT
On June 28, 1995, the City and the Association engaged in discussions concerning issues
of mutual interest These discussions resulted in a Letter of Understanding wherein,
pursuant to the City's request, the Association agreed to terms relating to wages, hours,
and working conditions in the Memorandum of Understanding between the City and
Association.
2. TERM OF AGREEMENT
This LOU shall remain in full force and effect to and including May 31, 1996. Except as set
forth herein, the terms of the Memorandum of Understanding (the "MOU") for the period
from March 6, 1995 through September 30, 1995, and any subsequent addendum and
amendments to the MOU shall be extended and remain in full force and effect through and
including May 31, 1996.
3. THE SALARY
Effective December 24, 1995, the base salary of each employee covered by this LOU shall
be increased by 2%, as set forth in Exhibit "B".
4. CAREER DEVELOPMENT
Effective October 1, 1995, Article XI, Section 1. shall be modified to provide that career
development pay percentages shall be computed using the "B" step of the Police Sergeant
classification, regardless of the step of the employee eligible for such additional pay.
5. UNIFORM ALLOWANCE
Effective October 1, 1995, the uniform allowance reported to the Public Employees'
Retirement System for sworn personnel shall be $477.00. Furthermore, Section 1 shall be
modified to delete the following clause: "Uniform allowance shall be adjusted on an annual
basis each October 1 based upon the CPI growth percentage for the previous fiscal year or
actual uniform expenditures for the previous fiscal year, whichever is greater."
6. INSURANCE
Effective October 1, 1995, the City shall increase its contribution under Article XVIII Section
1.B. Flexible Benefits Plan from $450.00 to $469.50 per month.
r Furthermore, Article XVIII, Section 2. relating to the City's contribution towards a long-
term disability plan shall be deleted from the MOU and the $16.72 per month per employee
shall be discontinued effective October 1,
1995.7. RATIFICATION AND
EXECUTION The City and the Association acknowledge that this LOU shall not be in full force and
effect until ratified by the Association and adopted by the City Council of the City of
Orange.Subject to the foregoing, this LOU is hereby executed by the authorized representatives
of the City and the Union and entered into this 26th day of September,
1995.
