A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ORANGE EXPRESSING APPRECIATION TO GILBERT LEE
UPCHURCH OF THE ORANGE PUBLIC WORKS
DEPARTMENT AND COMMENDING HIM FOR MORE
THAN TWENTY-NINE YEARS OF LOYAL AND
DEDICATED
SERVICE.WHEREAS, Gilbert Lee Upchurch joined the city of Orange on February 1, 1966, as
a Public Works Inspector I,
and WHEREAS, Lee was promoted to Public Works Inspector and Soil Technician
on December 1, 1967,
and WHEREAS, he progressed in his acceptance of responsibility and was promoted
to Public Works Inspector II, on October 1, 1973,
and WHEREAS, Lee became the first and only Grading Engineer on March 17, 1974,
an important position created to maintain quality control of public and private
grading develop~ent within the City,
and WHEREAS, he has established a reputation for being knowledgeable, thorough,
and helpful in til" execution of his duties,
and WHEREAS, Lee has unfailingly served the City and the citizens of Orange for over
29 yearsof faithful service,
and WHEREAS, Lee has been a long and active member of the Mason's
Fraternal Organization, Orange Grove Chapter and served as "Most Worshipful Master", 32nd
Degree Mason and Shriner,
and WHEREAS, Lee has announced his decision to retire from City service,
effective September 21, 1995,
and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Orange expresses to Gilbert Lee Upchurch of the Department of Public Works, its sincere
appreciation for his more than 29 years of loyal and dedicated service to the City of
Orange.BE IT FURTHER RESOL VED that the City Council on behalf of the citizens
of Orange, wish Lee a happy, healthy and prosperous
retirement.ADOPTED this 26th day of September,
1995.
