RES-8491 Providing Severance Benefits to Certain Employee AssociationsRESOLUTION NO. 8491 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE PROVIDING SEVERANCE BENEFITS TO EMPLOYEES IN THE ORANGE MUNICIPAL EMPLOYEES ASSOCIATION, OPERATIONS AND MAINTENANCE UNIT, AND THE WATER DEPARTMENT EMPLOYEES ASSOCIATION. WHEREAS, the City of Orange, herein referred to as "CITY", continues in its efforts to reduce operational costs which may result in additional layoffs; and WHEREAS, the Memoranda of Understanding covering the Orange Municpal Employees Association, Operations and Maintenance Unit, and the Water Department Employees Association do not provide severance benefits for employees subject to layoffs; and WHEREAS, the City Council has determined that it is in the best interests of the CITY at this time to provide severance benefits for employees who may be so affected; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Orange that, effective June 27, 1995 through June 30, 1996, all employees budgeted to work 20 hours or more per week, subject to layoff, and covered under Resolutions for Orange Municipal Employees Association, Operations and Maintenance Unit, and Water Department Employees Association shall be provided severance benefits in accordance with the following terms and conditions: Any eligible employees, who are required to resign their position due to layoff, will receive severance benefits in accordance with the following provisions: 1) a payment of salary equivalent to two months of the employee's base salary commencing on the date of separation from employment; and 2) payment of the City's current contribution towards the Flexible benefit Plan, as established in the employee's memorandum of understanding and based upon the employee's elected benefits at the time of layoff, for a three month period commencing on the date of separation from employment. Payment will be made on a monthly basis and will cease before the end of the three month period if the employee becomes covered by a new employer's benefit program.
