RES-8474 Approving Application for Grant Funds for Urban Forestry Grant ProgramRESOLUTION NO. 8474 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE APPROVING AN APPLICATION FOR GRANT FUNDS FOR THE URBAN FORESTRY GRANT PROGRAM UNDER THE CALIFORNIA WILDLIFE, COASTAL, AND PARK LAND CONSERVATION BOND ACT OF 1988. WHEREAS, the people of the State of California have enacted the California Wildlife, Coastal, and Park Land Conservation Act of 1988, which provides funds to the State of California and its political subdivisions for urban forestry programs; and WHEREAS, the State Department of Forestry and Fire Protection has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures governing application by local agencies and non-profit organizations under the program; andWHER1!:AS, said procedures established by the State Department of Forestry and Fire Protection requ;,re the City of Orange to certifY by resolution the approval of application before submission of saidl!-pplication to the State; and WHEREAS, the City of Orange recognizes the importance of preserving and maintaining their urban green canopy which helps to preserve the delicate environmental balance; and WHEREAS, the City of Orange has demonstrated this dedication to preserving their urban forest through a comprehensive planting and maintenance plan in the past qualifYing them for status as Tree City through the National Arbor Day Foundation; and WHEREAS, the City of Orange will enter into an agreement with the State of California to carry out a proposed residential tree planting project, and as part of that agreement certifies by this action that they will include in their 1995-96, and 1996-97 budget process the proposed grant funds assuring ability to carry out the project, and that all granted monies will be expended prior to March 31, 1997.NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Orange authorizes the submittal of an application to the Urban Forestry Program under the California Wildlife, Coastal, and Park Land Conservation Bond Act of 1988, for a residential tree planting project, and appoints the Directorof Public Works/City Engineer as agent of the City of Orange to conduct all negotiations. execute and submit all documents including but not limited to application agreements, amendments, payment requests and so on, which are necessary for the completion of the aforementioned project.ADOPTED this 25th day ATTEST: MARILYN J.
