A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE SUPPORTING ALTERNATIVE A
OF THE DRAFT COMMUNITY RE-USE
PLAN AND THE DRAFT ENVIRONMENTAL IMPACT
REPORT ON THE RE-USE OF MARINE CORPS AIR STATION
EL TORO.WHEREAS, the re-use of Marine Corps Air Station EI Toro is
today the most critical economic decision that leaders in Orange County will face
into the
next century; and WHEREAS, Orange County's economic prosperity into
the next century depends upon wide and available access to a variety
of transportation methods,including long-distance air travel for both
passenger and cargo; and WHEREAS, the growing urbanization of Orange County
brings with it a steady reduction in available locations for an air facility meeting the
region's air cargo
and passenger needs; and WHEREAS, the strategic location of MCAS EI Toro,
its existing air facilities,and its current use logically lend the base to
an aviation re-use; and WHEREAS, in 1994 and 1996 the voters
of Orange County have twice directed policy-makers to proceed with the development of
a full service air
facility at MCAS El Toro; and WHEREAS, the City Council of the City
of Orange expressed its full support for the dutiful implementation of 1994's Measure A
in its Resolution #
8473
dated April 11, 1995; and WHEREAS, the planning process established by
Measure A in 1994 and reinforced by the defeat of Measure S in 1996 has examined
a variety of potential re-uses in the DrafJ: Environmental Impact Report (DEIR)
associated with the re-
use of MCAS EI Toro; and WHEREAS, the preferred alternative in the
DEIR is Alternative A, a full service air facility that is projected to bring 162,000 new jobs
and $9.9 billion in new
economic activity to Orange County; and WHEREAS, the DEIR's analysis of Alternative
A is reflected in the Draft Community Re-Use Plan that will be forwarded
to the Department of Defense per

WHEREAS, the EI Toro Airport Citizens Advisory Commission and the
Orange County Planning Commission have both supported certification of the DEIR
and have forwarded the document to the Orange County Board of Supervisors.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Orange supports the Draft Community Re-Use Plan and Alternative A of the
Draft Environmental Impact Report associated with the re-use of MCAS
El Toro.ADOPTED this 26'h day of
