RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING
APPRECIATION TO MAYOR PRO TEM FRED L. BARRERA AND COMMENDING
IDM FOR TWENTY YEARS OF DEDICATED AND OUT-STANDING
SERVICE TO THE CITY OF ORANGE AS A MEMBER OF THE CITY COUNCIL.
WHEREAS,
a resident of Orange since birth and a Navy veteran of WWII, Fred L Barrera is a member
of Holy Family Church, the same church in which he was baptized, married, and raised his son and
two daughters; and WHEREAS,
he owned and operated a Union Oil station for 40 years, and at the urging of his son,he
ran and was elected to the Orange City Council in 1976, and subsequently served five four-year terms.
During his tenure, he served as Mayor pro tern from 1982-1984, 1990-1992, and 1993 through
1996; and WHEREAS, he has received many community awards, including "1977 Citizen of the
Year", and served with dislinction on the Orange County Vector Control Agency and the Orange
County Sanitalion District. He was a founding director of Orange National Bank, President of Rotary Club
of Orange,Director of Rancho Santiago Foundation, and active in Orange Sister Cities Association and
Orange Cares.He held the honorary title of "Ambassador ofthe City of
Orange" and WHEREAS, Fred is a person who opens his door and his heart to his fellow man. One
of his finest accomplislunents has been his reaching out to those in need inthecommunity-{)ur
senior citizens,at-risk youths, the hungry
and homeless; and WHEREAS, he has assisted in the development of programs 10 insure that
our young people become good citizens and tomorrow's leaders. He exemplifies the proud American
work ethic, "the harder you work. the
luckier you get. "WHEREAS, affectionately known as "Senor Councilman" by his colleagues on
the City Council,Fred is a gentleman in every sense of the word, and will always be remembered as a true friend
10 the many lives he has touched
in the community.NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Orange expresses to Mayor pro tern Fred L Barrera its deep appreciation for his twenty years of loyal service
to his city.The City Council joins a grateful community in commending his dedication to others,
and offers best wishes for a
