A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE UPHOLDING THE
RECOMMENDATION OF THE PLANNING
COMMISSION OF THE CITY OF ORANGE
AND APPROVING THE REVISION OF
DEVELOPMENT STANDARDS AFFECTING
TENTATIVE TRACT MAP 15027.

RECITALS:After due public hearings as required by law, the City Council of the City of
Orange considered a recommendation of the Planning Commission of the City of
Orange recommending, by Resolution No. 12-96, that certain property situated north
of Serrano Avenue, east of Lorna Street be reclassified to allow amendment to the specific plan
text, and approved said recommendation after finding and determining the hereinafter
described facts.The real property which is the subject of the reclassification is more particularly
described in Exhibit "A" which is attached herein and
incorporated hereto.Upon the public hearing before the City Council, the following facts
were established:1. On January 10, 1995, Southern California Edison Company obtained the City'
s approval of a subdivision plan and planned community development standards
for "surplus"property adjacent to their Serrano substation. Standard Pacific of
Orange County purchased a substantial portion of the property situated on the east side of
Lorna Street.Standard Pacific would like to make their development, which
will contain approximately 220 single-family detached dwelling units, a "
gated" community. The gates cannot be erected if the streets were dedicated to the City,
as originally proposed on the tentative map. Standard Pacific now proposes that ownership of
the streets be retained by the community (or homeowners) association. Hence, a
revision to the subdivision
map is required.2. Additionally, the proposal includes a modification to development standards
to allow a different front setback for a single-story model unit with
a "swing-in" garage. Present development standards for this planned community require a distance
of 18 feet from the sidewalk to the front of a residence, and 20 feet to
any garage. Standard Pacific proposes that the front wall of a garage on the single-story
distance of 10 feet from the sidewalk. The garage door would face a side property line,
and the architectural plan requires that a large portion of the non-required front
yard remain available for driveway access to the garage. The minimum setbacks
would remain as originally proposed for all two-story structures. During the public
hearing, the Planning Commission and Standard Pacific agreed that the number of
single-story units with a ten-foot setback) should not exceed one-third of all
units in this development (as condition of approval upon the Tentative Tract
Map application, condition no. 4).3. The Planning Commission recommends that revisions to the
tentative tract map may be approved, adding the 4 conditions listed in
Resolution PC-ll-96. These conditions are supplementary to the 96 conditions included
with the original approval of Tract 15027.The Commission also recommends approval
of the zone
change proposal, as indicated by Resolution PC-12-96.NOW, THEREFORE, BE IT RESOLVED
by the City Council of the City of Orange that the recommendation of the
Planning Commission be upheld and that Zone Change 1180-96 amending the specific
plan for subject property be approved for the following reasons:1. The revision
to the planned community text was reviewed upon adequate public notification and
participation. Approval is partly based upon analysis contained in
an accompanying staff memorandum, and consideration during the public hearing.2. The
proposed ordinance amendment is substantially consistent with prior approval of development
standards for this "planned community". The developer intends to make better use of individual parcels by
reserving more land area for private use of back yards,
where there is a single story residence to be constructed.3. The
proposal is also consistent with the City's General Plan.4. Modifications to developments
standards will not allow a lO-foot setback for any two-story structure, and will be
further limited to a total number of 72 single-story units (one third of
all development approved east of Lorna
Street), as volunteered by the applicant and
stipulated
by the Planning Commission.
