RES-8713 Strategic Alternative for the Present Orange County Landfill SystemRESOLUTION NO. 8713 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE ENCOURAGING THE BOARD OF SUPERVISOR OF THE COUNTY OF ORANGE TO CONSIDER THE CITY AND RATEPAYER INTERESTS IN ADOPTING A STRATEGIC ALTERNATIVE FOR THE PRE-SENT ORANGE COUNTY LANDFILL SYSTEM.WHEREAS, the County of Orange has operated a County-wide system of open and closed landfills; and WHEREAS, the County has recently authorized the preparation of a report of strategic altematives to the present Orange County Landfill System and will soon consider that report and may make changes in the landfill system; and WHEREAS, a significant objective of the County's proposed changes IS to generate significant revenue to pay-back bankruptcy-related indebtedness; and WHEREAS, certain Orange County cities have participated in financing a technical evaluation of the County report by an outside firm with expertise in such areas; and WHEREAS, the City Managers of the Orange County Division of the League of California Cities have recommended that city councils throughout the County set forth and recommend to the Board of Supervisors their key policy objectives for the revised landfill system; and WHEREAS, Mayor Coontz, as the City's representative on the County Solid Waste Management Commission, has been actively involved in advocating the City's interests, and the City Council and staff have also reviewed the County consultants' work, attended several workshops and meetings, and consulted with other cities concerning policy recommendations.NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange as follows:1 That the following are the policy recommendations of the City of Orange for the County's Landfill System:a) That any alternative selected should ensure long-term rate stability for the cities of Orange County and their rate-payers. The County should offer long term contracts with in-county cities for the benefit of their constituents in exchange for a long term commitment of the municipal waste stream,similar to what was recently done for out-of-county waste generators who pay below-market gate fees.b) That any alternative selected should seek to ensure that future citizens and businesses of this County have available to them such landfill capacity as may competitive business environment. In making this recommendation the City Council is mindful of the experiences of other communities that improvidently and prematurely exhausted their landfill capacity and saddled future generations with the solid waste problems and associated costs thereof. c) That any alternative selected should seek to have landfills constructed and operated in an environmentally safe manner so as to not adversely impact existing or future generations with the consequences and costs of such adverse impacts. d) That any alternative selected should integrate the management and maintenance of existing sites with the management and remediation of closed sites, and that a revenue stream should be dedicated for these purposes. 2. That the City Clerk is hereby directed to cause this Resolution to be presented to the Board of Supervisors of the County of Orange. ADOPTED this 12th day ofNovernber, 1996.
