RECITALS:After due public hearings as required by law, the City Council ofthe City
of Orange considered a recommendation of the Planning Commission of the City
of Orange recommending, by Resolution No. PC 33-96 that certain
property situated on the east side of Alpine Road between Culver and La Veta
Avenues be redesignated from the LDR-Low Density Residential designation
to the CG-General Commercial designation and overruled said
recommendation after finding and determining the hereinafter described facts. The real property
which is the subject of the redesignation is more particularly
described as follows:All that certain land situated in the State of California,
County of Orange,City of Orange, described as follows: Lots 71, 72, 73, 74, 75, 76, 77,
78, 79 & 80 of Tract No. 1629, as shown on a map recorded in Book 49,
Page 10 of Miscellaneous Maps, records of
Orange County, California.Upon the public hearing before the City Council, the
following
facts were established:The City of Orange has initiated a General Plan
Amendment to redesignate the ten affected properties from "Low Density
Residential" to "General Commercial." An associated request would change the zoning district
Single Family Residential, 6,000 square foot minimum lot size) to C-2 (
General Commercial). Exhibit 2, attached to the Staff Report, depicts the
proposed General Plan Amendment and Rezoning
area.2. No specific development is being proposed for the properties at
this time. The General Plan Amendment and Rezoning are being requested to assist
in implementing the proposed Third Amendment to the Southwest
Redevelopment Plan. Review of the proposed Redevelopment Plan Amendment is
occurring simultaneously with the General Plan Amendment and zone
change.3. The Third Amendment to the Southwest Redevelopment Plan has
been proposed by the Orange Redevelopment Agency to include three
commercial parcels at the northwest corner of Main Street and La Veta, and the ten
residential parcels into the Southwest Redevelopment Project Area. Currently, none of
these properties lie within the RDA project area, although all adjacent
commercial properties on the west side of Main Street between La Veta and Culver
have previously been incorporated in the RDA project area. Exhibit I shows
those properties to be included in the Project
Area.4. The purpose, scope and objectives of the Third Amendment are
to achieve effective redevelopment of both a portion of the existing
Southwest Project Area and the Third Amendment Area. Adoption of the Amendment
will promote effective land utilization of the area by providing the ability to
assemble adequately sized parcels for modern commercial development while providing
for needed public
improvements.5. If approved, the amended General Plan would allow up to 39,200
square feet of additional development on the site. When combined with the
existing commercial properties fronting on Main Street, up to 93,218 square feet
of development could be accommodated on the block, which is the amount
of development analyzed in the EIR. As noted above, no such precise
development proposals are proposed at this time. Such proposals would be subject to
future City reviews and approvals, depending on the type of development
proposed,which could consist of conditional use permits, Site Plan Review and
Design
Review.NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Orange, that the recommendation of the Planning Commission
be overruled and that designation 1-96 redesignated the subject property to
the CG-General Commercial designation be approved for the

1. The proposed Amendment is consistent with General Plan Goals and
Policies for protecting and enhancing neighborhoods in the community.
