RES-8630 Adopting Appropriations Limit FY 1996-97RESOLUTION NO. 8630
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE ADOPTING THE
APPROPRIATIONS LIMIT FOR THE FISCAL YEAR
1996-
97.WHEREAS, the voters of California on November 6, 1979, added Article XIlIB
to the State Constitution placing various limitations on the appropriations of the state
and local governments;
and WHEREAS, Article XIlIB was amended by Proposition 111 and SB88 to
provide for the calculation of the appropriations limit for Fiscal Years beeinning with
1990-91 using, at the City's election, the City's own population growth or the
population growth of the County, and the growth in California per capita income or the growth
in non-residential assessed valuation due to
new construction,WHEREAS, data necessary to calculate the growth in the
non-residential assessed yalue was not available from the County Assessor and the City may need
to adjust the limit on appropriations once the
data is available.WHEREAS, the information and the elections made as set forth
above necessary for making these adjustments is attached as
Exhibit "A"; and WHEREAS, the City of Orange, to the best of its knowledge, has
complied with all the provisions of Article XIlIB in determining the appropriation limit
for
Fiscal Year 1996-97.NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Orange that the Appropriations Limit in Fiscal Year 1996-97 shall
be $67,444,549 and the City's appropriations subject to
limitation are $40,228,678,ADOPTED this
