A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE
EXPRESSING APPRECIATION TO CAPTAIN DEAN RICHARDS
AND COMMENDING HIM FOR MORE THAN THIRTY YEARS OF
DEDICATED SERVICE TO THE CITY OF ORANGE
WHEREAS, DARRELL DEAN RICHARDS joined the Orange Police Department
on March 1,1966; and
WHEREAS, he started his career as a Police Officer and served as Patrol Officer,
Motor Officer, Accident Investigator, and Detective; and
WHEREAS, Dean was promoted to Patrol Sergeant on October 25, 1979, and on
May 12, 1980, was promoted to Detectiye Sergeant where he supervised the Crimes
Property Unit and initiated the Burglary Suppression Unit; and
WHEREAS, Dean was promoted to Patrol Lieutenant on November 17, 1981, and
served as a Watch Commander for 4 years and later was promoted to Detective
Lieutenant, where he became the Detective Commander; and
WHEREAS, Dean was promoted to Captain on January 26, 1986, and has served
twice as the Commander of Patrol, Traffic, Administration, and Detective Divisions; and
WHEREAS, Dean was the Acting Police Chief for one year during 1988 and
1989; and
WHEREAS, Dean has received a BA Degree in Public Administration, is a
graduate of the Delinquency Control Institute, has received his POST Management and
Executive Management Certificates; and
WHEREAS, Dean was honored as Police Officer of the Year in 1970, receiyed the
Orange Police Department's highest honor, the Medal of Valor in 1976, and received the
Administrative Excellence Award in 1989 from the Orange Rotary Club; and
WHEREAS, Dean has played softball for the Orange Police Department for 30
years, played in 5 COP'R Bowls as a quarterback/wide receiver, ran for 6 years in the
Baker to Vegas Run and is a "highly respected" member of the Orange Police Department
Golf Team, a known "hacker" by his peers in the City of Orange Golf Association; and
NOW, THEREFORE, BE IT RESOLVED that the City of Orange expresses to
Captain Dean Richards of the Orange Police Department its sincere appreciation for his
more than 30 years ofloyal and dedicated service; and
BE IT FURTHER RESOLVED, that th City Council, on behalf of the citizens
of Orange, wishes Dean a happy, healthy and ful lling retirement.
