RES-8593 Establishing Fees for Transportation Systems Improvement ProgramRESOLUTION NO~ 8593 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE ESTABLISHING FEES FOR THE TRANSPORTATION SYSTEMS IMPROVEMENT PROGRAM WHEREAS, the City has completed a study in which it reviewed the City's future needs for transportation system projects and improvements; and WHEREAS, the conclusion of this study was that additional fee categories needed to be adopted and that in many cases fees could be reduced; and WHEREAS, pursuant to this study the City Council adopted Ordinance No. 9-96 revising the City's Transportation Systems Improvement Program (TSIP); and WHEREAS, Ordinance No. 9-96 provides that TSIP fees shall be adopted by resolution.NOW, THEREFORE, the City Council of the City of Orange does hereby resolve as follows:That the following fees shall be established for the City's TSIP and pursuant toChapter 15.41 of the Orange Municipal Code, such fees shall be reviewed annually by the City Traffic Engineer who shall make recommendations to the City Council for revisions, if any. Section I:Fee Catel!ories A. The fee categories for Area A are as follows:1. Non-residential $4. 55 sq. ft.2. Residential $0. 00 sq. ft.B. The fee categories for Area B are as follows:1. General & Medical Office $2. 95 sq. ft2. Commercial $3. 30 sq. ft.3. Educational $1. 85 sq. ft.4. General Industrial $1. 45 sq. ft.5. Warehousing/Storage $0. 60 sq. ft.6. C. The fee categories for Area C are as follows: 1. General Office $0.85 sq. ft. 2. Medical Office $2.05 sq. ft. 3. Commercial $1.65 sq. ft. 4. General Industrial $0.40 sq. ft. 5. Educational $0.50 sq. ft. 6. Warehousing/Storage $0.15 sq. ft. 7. Residential $418 Unit 1. Transoortation Systems hnproyement Program Area "A": Area "A" includes generally that portion of the City of Orange adjacent to La Veta Avenue, Main Street and Town & Country Road. Area" A" also includes an adjacent portion of the City of Santa Ana. A map setting forth the specific boundaries of TSIP Area "A" is on file in the office of the Traffic Engineer. 2. Transoortation Systems hnorovement Program Area "B": Area "B" includes that portion of the City of Orange westerly of the Costa Mesa (Route 55) Freeway, excepting therefrom any part of Area "A". 3. Transportation Systems hnoroyement Program Area "C": Area "C" includes that portion of the City easterly of the Costa Mesa (Route 55) Freeway, including the 7,500 acre general Plan Amendment Area encompassed by the City of Orange and Irvine Company Annexation Agreement. Section TI: Soecial Provisions and Fees. Pursuant to Chapter 15.41 of the Orange Municipal Code, the City has identified certain uses that are unique and of such special form as to make impractical or inequitable their inclusion into any general land use category. Pursuant to Chapter 15.41 of the Orange Municipal Code the City has identified certain atypical uses with a disproportionate floor area square footage compared to trip ends generated.
