RES-8588 Amending Position Control System relating to Classification of Assistant to the City ManagerRESOLUTION NO. 8588 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE AMENDING THE FISCAL YEAR 95-96 BUDGET,APPROVING THE REINSTATEMENT OF THE CLASSIFICATION OF ASSISTANT TO THE CITY MANAGER (RANGE 480 $ 3908-5011), AND UPGRADING A PART TIME SECRETARY POSITION (POSITION #1718; RANGE 364 $2191 - $2810) TO FULL-TIME STATUS; AND FURTHER MORE, DIRECTING STAFF TO AMEND THE POSITION CONTROL SYSTEM TO REFLECT THESE CHANGES.WHEREAS, with the recent retirement of the former Assistant City Manager, Jim Evans,the City Manager's office is left with inadequate staffing support to assist the Manager and the City Council; and WHEREAS, the Personnel department reviewed the current staffing level in the City Manager's office and concluded that more help is needed in order for the Manager to effectively direct the functions of a City Manager's office; and WHEREAS, the current level of three positions (City Manager, a Senior Assistant to City Manager, and one Executive Secretary) in the City Manager's office will not be adequate for a city with more than 118,000 residents and approximately 648 full-time employees; and WHEREAS, to maintain the level of effectiveness which is required for a City Manager's office, the Personnel department recommends that an Assistant to the City Manager classification (Range 480 - $5908 to $5011) be reinstated to provide professional support to the City Manager as well as the needs of the City Council, and the current part- time Secretary position (Position #1718 at Range 364 - $2191 to $2810) also be upgraded to a full-time position in order to provide much needed office support,NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that the FY 95-96 budget be amended to reflect the above added changes in classifications effective February 13, 1996,ADOPTED this 13thdayof Februarv 19....sc...ATTEST:City Clerk of the I hereby certify that the foregoing Resolution was duly and regularly adopted by the City Council of the City of Orange at a regular meeting thereof held on the 13th day of Februarv , 19...22... by the following vote: AYES: COUNCIL MEMBERS: MURPHY, BARRERA, MAYOR CCONTZ, SPURGEON, SLATER NOES: COUNCIL MEMBERS: NONE ABSENT: COUNCIL MEMBERS: NONE
