RES-8740 Loyal Service Appreciation for Detective James CarsonRESOLUTION NO 8740 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO DETECTIVE JAMES CARSON OF THE ORANGE POLICE DEPARTMENT AND COMMENDING HIM FOR MORE THAN TWENTY- SEVEN YEARS OF LOYAL AND DEDICATED SERVICE.WHEREAS, James "Jim" Carson began his service with the City of Orange Police Department on February 24, 1970, was promoted to Detective on July 7, 1974 where he worked the Theft Unit, Commercial Burglary, Check Unit,Major Fraud; and WHEREAS, Jim graduated from Los Angeles Police Academy on July 10, 1970, and started his career with the Orange Police Department as a Patrol Officer and was promoted to Detective on July 7, 1974, where he worked the Theft Unit, Commercial Burglary, Check Unit and Major Fraud; and WHEREAS, on July 7, 1986, Jim was assigned to the Chiefs Office as the Administrative Officer where he was responsible for the financial affairs and budgets for the Police Department until 1990 when he returned to the Detective Division, working Major Fraud; and WHEREAS, during his career, Jim has distinguished himself in law enforcement due to his expertise and knowledge with major fraud investigations and was honored as the 1996 Police Officer of the Year by his peers; and WHEREAS, Jim served as Vice President of the City of Orange Police Association from 1991 to 1993 and President from 1994 through 1996; and WHEREAS, Jim is an active member of Orange Elk and Moose Lodges,was an Orange Junior Soccer Coach from 1972 to 1978 and was the Commissioner for the Girls Soccer Division for four years; and WHEREAS, between 1985 through 1988 Jim served not only as an Orange Police Officer, but was also deputized as a United States Marshal while he was the case agent on a $130 million loss in a real estate fraud case; and WHEREAS, Jim, a valued and productive employee who has had an outstanding career as an Orange Police Officer, has decided to retire on April 3, 1997.NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Orange expresses to Detective Jim Carson of the Orange Department its sincere appreciation for his more than 27 years of loyal and dedicated service to the City of Orange.
