RES-9031 Adopting County of Orange Quality Assurance PlanRESOLUTION NO. 9031 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE ADOPTING THE COUNTY OF ORANGE QUALITY ASSURANCE PLAN AS REQUIRED BY THE CALIFORNIA DEPARTMENT OF TRANSPORTATION IN ORDER TO ENABLE THE CITY TO CONTINUE RECEIVING STATE AND FEDERAL LOCAL TRANSPORTATION FUNDING. WHEREAS, effective July I, 1998, the California Department of Transportation mandated that all agencies receiving State and Federal local transportation funding adopt a Quality Assurance Plan consistent with Section 16.14 of the Local Assistance Procedures Manual dated February 1, 1998, as part of the agencies' construction inspection and quality control program. WHEREAS, if such a Quality Assurance Plan is not adopted, local agencies risk losing State and Federal local transportation funding; and WHEREAS, the City of Orange desires to continue receiving State and Federal local transportation funding when available; and WHEREAS, the County of Orange has an adopted Quality Assurance Plan meeting all the requirements of the California Department of Transportation Local Assistance Procedures Manual; and WHEREAS, the City desires to adopt the County's Quality Assurance Plan because it is consistent with California Department of Transportation requirements and meets the needs of the City at this time; and WHEREAS, in the future, the City may need to routinely modify the adopted Quality Assurance Plan to be consistent with California Department of Transportation revisions to the Local Assistance Procedures Manual and to meet the particular needs of the City; and WHEREAS, in order to facilitate the routine modification of the City's Quality Assurance Plan, the City wishes to delegate to the appropriate staff the authority to make such revisions. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange as follows: 1. That the Quality Assurance Plan of the County of Orange is hereby adopted as part of the City's transportation construction inspection and quality control program and that said Quality Assurance Plan is hereby implemented on all State and Federally funded projects for which the City is the designated Lead Agency. 2. That the City Public Works staff is hereby authorized to make such revisions to said Quality Assurance Plan as are necessary to meet the City's particular needs and as are necessary to meet California Department of Transportation Quality Assurance Plan requirements.
