OF THE PLANNING COMMISSION OF THE CITY OF
ORANGE AND APPROVING THE RECLASSIFICATION
OF PROPERTY LOCATED ON THE NORTH SIDE OF
SYCAMORE AVENUE, 50 FEET EAST OF GLASSELL
STREET, ADDRESSED AS 121 AND 123 EAST

Chapman University RECITALS:After report thereon by the Planning Commission and after due public
hearing as required by law, and after receiving a recommendation from the
Planning Commission, recommending,by Resolution No. PC 33-97, that certain property situated on the
north side of Sycamore Avenue, 50 feet east of Glassell Street, addressed as 121 and 123
East Sycamore Avenue, be reclassified from the R2,6 (Residential Duplex, Minimum Lot Size 6,000
Square Feet) District to the C-I (Limited Business) District, the City Council
considered said recommendation and the testimony received at said public hearing and determined
that the recommendation of the Planning Commission should be upheld and Zone Change
1188-97 be granted. Subject property

Upon the public hearing before the City Council, the following facts were established:
1. The applicant, Chapman University, owns residential structures which it wishes to
convllrt to office use. The properties are immediately adjacent to the University's new Orange
Slret parking lot. In order to convert said structures to office use, a zone change is necessary.
2. The proposal will eliminate a spot zone condition and make the zoning of these
parcels consistent with existing zoning of all properties on the westerly half ofthe block.
3. The proposed zoning classification is consistent with the General Plan designation
of this property, which is Old Towne - Mixed Use.4.
Based on the initial study and comments received during the public review process,
there is no substantial evidence that the project will have a significant impact on the environment
or wildlife resources.NOW,
THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that Zone
Change 1188-97 be granted for the following reasons:
I. The proposed zone change is consistent with the City's General Plan.
2. The proposed zone change will allow office use that is compatible with existing
land uses in the vicinity.
