The Orange Redevelopment Agency of the city of Orange, California convened this 22nd day of October, 1991 at 3:00 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange, California. 3:00 P.M. SESSION 1.ROLL CALL PRESENT - Steiner, Barrera, Chairman Beyer, coontz, spurgeon ABSENT - None 1.1 APPROVAL OF MINUTES Regular Meeting - October 8, 1991 MOTION - Barrera SECOND - Coontz AYES - Steiner, Barrera, Beyer, Coontz, Spurgeon 1.2 REPORTS FROM DIRECTORS TAPE 410 (RC2300.I)Status report on Child or Parent Emergency Services (COPES).Report on file in City Clerk' s office.)In May, 1990, the City agreed to donate land on which the Queen Anne House is located, and the Redevelopment Agency agreed to contribute funds in the amount of $100,000. The facility is to serve substance-addicted babies. COPES was required to raise private sector funds of $100,000 before the City or Redevelopment Agency would make their contribution.Councilman Steiner reported COPES has been successful in raising private sector funds of $ 100,000. He asked Council to support Consent Calendar Item 2.7, which authorizes Staff to proceed in finalizing negotiations on the Development Disposition Agreement with COPES and authorizes the publication of a Notice of Joint Public Hearing for the approval of the DDA.MOTION - Barrera SECOND - Spurgeon AYES - Steiner, Barrera, Beyer, coontz, spurgeon Moved to receive and file report.page 1 4 · ORANGE REDEVELOPMENT AGENCY MINUTES OCTOBER 22, 1991 2.CONSENT CALENDAR TAPE 688 2.1 Declaration of Clerk of the Orange Redevelopment Agency, Marilyn J. Jensen, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of October 22, 1991, at Orange civic center, Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting. ACTION: Accepted Declaration of Agenda Posting and authorized its retention as a public record in the Office of the Agency Clerk. 2.2 Request authorization to approve First Time Homebuyer Loan and authorize the city Treasurer to prepare a check in the amount of $18,500.00, Case No. 290. (RC2500.G.1 First Time) ACTION: Approved. 2.3 Request authorization to approve First Time Homebuyer Loan and authorize the city Treasurer to prepare a check in the amount of $18,500.00, Case No. 226. (RC2500.G.1) ACTION: Approved. 2.4 Request authorization to approve First Time Homebuyer Loan and authorize the City Treasurer to prepare a check in the amount of $20,700.00, Case No. 282. (RC2500.G.1 First Time) ACTION: Approved. REMOVED AND HEARD SEPARATELY) 2.5 Authorize appropriation of $60,000.00 to be transferred into Account Nos: 920-9811-426100-9120 ($ 40,000.00)921- 9812-426100-9111 ($10,000.00)931-9822- 426100-9111 ($10,000.00), to pay for outside Legal Services provided to the Agency. Funding No.924-9811-783300- 4012 (Southwest Redevelopment Agency 5 5 ORANGE REDEVELOPMENT AGENCY MINUTES OCTOBER 22, 1991 2.CONSENT CALENDAR (Continued) 2.7 Child or Parent Emergency Services (COPES) authorization to finalize negotiations of the Development Disposition Agreement. (RA2100.0) ACTION: Approved. Public hearing to be set. MOTION - Barrera SECOND - Coontz AYES - steiner, Barrera, Chairman Beyer, Coontz, Spurgeon Item 2.5 was removed and heard separately. All other items on the Consent Calendar were approved as recommended.END OF CONSENT CALENDAR 7.ORAL PRESENTATIONS Alice Clark, 205 N. pine street, asked for clarification on Item 2.7. Councilman steiner indicated she would have an opportunity to make any comments at the public hearing, that the agreement had not been approved.Warren Loarty, COPES Architect, expressed his concern over the length of time it is taking to bring the project to its conclusion. The Executive Director indicated the process is long, with complicated factors involved. The Agency has an obligation to bring back to Board Members provisions that protect the interests of the Agency.Barbara DeNiro, 1118 E. Adams, asked if the hearing would be held at 7:00 p.m. The City Clerk indicated that it would be held at 7:00 p.m.Mike Alvarez, 360 S. Glassell, asked for a written report on the progess of the Queen Anne project. Councilman steiner indicated he would give Mr. Alvarez a copy of three memorandums on the subject which detail the progress of the project.Councilwoman Coontz asked who was in attendance at the various meetings on the Queen Anne project. Councilman Steiner indicated the following Staff people were attendance: Steve Soto, Bert Yamasaki,Ellen Bonneville and Mark Huebsch, the Redevelopment Attorney. The meetings were with either Councilman steiner, Mr. Arnop, the Director of COPES, Wendy Mickelson and/or Mr. Lordi.Page 3 5 6 ORANGE REDEVELOPMENT AGENCY MINUTES OCTOBER 22, 1991 RECESS The Orange Redevelopment Agency recessed to a Closed Session for the following purposes: a.To confer with its attorney regarding pending litigation pursuant to Government Code section 54956.9(a), to wit: b. Oranqe Redevelopment Aqencv vs. Donald D. Greek, Orange county superior Court Case No. 64 72 01. To confer with its attorney regarding potential litigation pursuant to Government Code section 54956.9(b)(1). c.To consider and take possible action upon such other matters as are orally announced by the General Counsel, Executive Director, or Agency Board prior to such recess, unless the motion to recess indicates any of the matters will not be considered in Closed Session.
