SEPTEMBER 17, 1991
The Orange Redevelopment Agency of the city of Orange, California
convened this 17th day of September, 1991 at 3:00 p.m. in the Council
Chambers. 300 E. Chapman Avenue. Oranqe. California.

TAPE 1084 Declaration of Clerk
of the Orange Redevelopment Agency,Marilyn J. Jensen,
declaring posting of Orange Redevelopment Agency Agenda of
regular meeting of september 17, 1991, at orange Civic center,
Main Library, the New Police Facility at 1107 N. Batavia
and the Eisenhower Park Bulletin Board; all of said locations being
in the city of orange and freely accessible to members
of the public at least 72 hours before commencement of said
regular meeting.ACTION: Accepted Declaration
of Agenda posting and authorized its retention as
a public record in the Office of the Agency Clerk.2.2
Request
to approve Sign Grant in the amount of $5,254.00 for Quan's Restaurant,
located at 1107 N. Tustin Street, under the Tustin Street Loan
and Grant Program (Grant No.100-1091-002-

2.3 Request authorization to approve First Time Homebuyer Loan,
and authorize City Treasurer to prepare a check in the amount
of $20,600.00, Case # 282. (C2500.G.1)

restructure an existing loan under the Tustin Street Loan and
Grant Program for ICIL Tustin, A California Limited

Barbara DeNiro, 1118 E. Adams, asked for an explanation of
what is being done on this item. The Redevelopment Project
Manager indicated collateral was being substituted for an
existing loan on the Village Walk Center, the old Villa
Theater property on Tustin Street. The Michael's center
property is being substituted. A loan secured in 1987 will
now have the Michael's property as security, rather than the
Village Walk property, because the Michael's property gives
greater security for the loan. ICIL owns both properties.
